RESOLUTION NO. 93-219
RESOLUTION EXPRESSING SUPPORT FOR THE REDESIGN OF THE MONTEREY DRIVE/
EXCELSIOR BOULEVARD/W. 38TH STREET INTERSECTION AND AUTHORIZING
EXECUTION OF A CONTRACT WITH STRGAR, ROSCOE, FAUSCH, INC.
FOR CONSULTANT SERVICES RELATED TO THE REDESIGN OF THE INTERSECTION
WHEREAS, on July 6, 1993 the City Council adopted Resolution No. 93-91 supporting
the revision of the traffic signal serving the southbound Monterey Drive approach to
Excelsior Boulevard to include a left turn arrow to promote/protect the southbound
Monterey Drive to eastbound Excelsior Boulevard movement; and
WHEREAS, the City Council has received a staff report indicating further revisions
to the geometry and traffic signal system may be initiated to significantly reduce cut
through traffic along W. 38th Street and adjacent neighborhood streets; and
WHEREAS, the residents of the Minikanda Vista Neighborhood residing east of Lynn
Avenue support the improvements; and
WHEREAS, it would be in the best interests of the City to retain the services of a
qualified professional engineering company to design the required geometric and traffic
signal revisions; and
WHEREAS, Strgar, Roscoe, Fausch, Inc., because of its experience in the design of
similar improvements along Excelsior Boulevard and its knowledge of the traffic signal
functions along Excelsior Boulevard is considered the most qualified professional
engineering company to provide the required services.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of St. Louis Park
that:
1. It supports the use of two left turn lanes for southbound Monterey Drive to
eastbound Excelsior Boulevard traffic; an additional southbound Monterey Drive
lane for combined right turn/through traffic; enlargement of the existing traffic
island on the W. 38th Street approach to W. 38th Street; and the proposed
extension of the "No Right on Red" control for eastbound Excelsior Boulevard at W.
38th Street to overlap with the authorized (green) through movement, all of which
are intended to discourage cut through traffic within the Minikanda Vista
Neighborhood.
2. City staff is hereby authorized and directed to work with businesses adjacent to
the intersection in the development of the intersection redesign.
3. The Mayor and City Manager are hereby authorized to enter into a contract with
Strgar, Roscoe, Fausch, Inc. in the amount of $12,000 for consultant services
related to the design of the geometric and traffic signal revisions.
