Authorizing the Reorganization
of the .
St. Louis Park Fire Department
WHEREAS, a Management Study of the St. Louis Park Fire
Department was undertaken pursuant to the request and direction
of the City Manager and as authorized by the City Council; and
WHEREAS, the Management Study made recommendations pertaining to
the organizational structure of the Fire Department which were
reviewed by the Fire Chief, City Manager and City Council; and
WHEREAS, at the City Manager's direction, a Steering Committee
comprised of Fire Department and other City employees was formed
for the purpose of providing guidance to implementing the
Management Study; and
WHEREAS, the City Manager and Fire Chief accepted the Steering
Committee's recommendations regarding changes to the
organizational structure of the Fire Department; and
WHEREAS, the City Council has the authority to establish
classifications in the Fire Department which do not currently
exist; and
WHEREAS, The City Manager has recommended to the City Council
that certain positions be added to the Fire Department:
NOW,THEREFORE HE IT RESOLVED, by the City Council of the City of
St. Louis Park.
1) The organizational structure of the St. Louis Park Fire
Department shall include the following new positions:
Deputy Fire Chief
Battalion Chief
Fire Lieutenant
2) The Deputy Fire Chief shall be conferred with all authority
and duties of the Fire Chief in the absence or disability
of the Fire Chief;
3) The number of employees in each of these new positions
shall be determined by the City Manager with budgetary
approval by the City Council;
4) The City Manager shall take appropriate action to adopt job
responsibilities for each of these new positions;

5) The City Manager is directed to recommend to the St. Louis
Park Fire Civil Service Commission to amend the St. Louis
Park Fire Civil Service Commission Rules to be consistent
with this Resolution including:
a) Reclassification of current positions within the Fire
Department to include the positions identified in
Paragraph 1 of this Resolution as well as maintaining
the current classifications of Fire Chief and
Firefighter; and
b) Elimination of the classification of Assistant Fire
Chief; and
c) Elimination of the classification of Assistant Fire
Chief/Fire Marshal and designation of a Battalion Chief
by the Fire Chief to perform the duties of Fire Marshal
as outlined in the Uniform Fire Code; and
d) Elimination of the classification of Fire Captain,
through attrition; and
6) Resolution NO. 87-91 is hereby rescinded to the extent that
it is inconsistent with this Resolution.
