RESOLUTION ACCEPTING BID AND AUTHORIZING EXECUTION OF A
CONTRACT FOR IMPROVEMENT/CONTRACT NO. 2094; INSTALLATION,
INCLUDING LABOR AND MATERIALS, OF A PAGING SYSTEM
IN THE NEW POLICE STATION
WHEREAS, pursuant to an advertisement for bids for improvement/Contract
No. 2094, bids were received, opened, and tabulated by the Interim City
Manager on February 2, 1993. Said bids were as follows:

WHEREAS, Vicom, Inc. did not comply with the requirement that all
bidders shall attend the pre-bid conference,
WHEREAS, because Vicom, Inc. did not attend the pre-bid conference it
did not receive the information that was distributed at that time nor did it
receive Addendum No. 1 that resulted from the discussion at the pre-bid
conference,
WHEREAS, as a result Vicom, Inc.'s bid did not include a bid for the
alternate design,
WHEREAS, the City's consultant, EPIC USA, determined before bids were
received that the alternate design in Addendum No. 1 is the preferred design.
According to EPIC USA, the alternate design is simpler to install, has a
higher default tolerance, and is easier to maintain,
WHEREAS, Acoustic Communication Systems submitted the lowest bid for the
preferred design - the alternate paging system,
WHEREAS, it appears Acoustic Communication Systems is the lowest
responsible bidder,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of St.
Louis Park, Minnesota that:
1. Acoustic Communication Systems is approved as the lowest
responsible bidder.

2. The Mayor and Interim City Manager are hereby authorized and
directed to enter into a contract in the amount of $4,570.05 with
Acoustic Communication Systems in the name of the City of St.
Louis Park, for improvement/Contract No. 2094 according to the
plans and specifications approved by the City Council and on file
in the office of the Director of'Public Works.
3. City staff is hereby authorized and directed to return all plan
holders the deposits made in accordance with the bid documents,
except that the deposit of the successful bidder and the next
lowest bidder shall be retained until a contract has been
executed.
