HomeMy WebLinkAbout92-169 - ADMIN Resolution - City Council - 1992/11/02r RESOLUTION NO. 92-169 RESOLUTION AUTHORIZING THE EXECUTION OF AN AGREEMENT BETWEEN THE CITY OF ST. LOUIS PARK AND HENNEPIN COUNTY FOR FUNDING ASSISTANCE FOR A RESIDENTIAL CURBSIDE RECYCLING PROGRAM IN 1993 WHEREAS, Pursuant to Minnesota Statute 115A.551, by December 31, 1993, each county in the metropolitan area will have a goal to recycle a minimum of 35 percent (35%) by weight of total solid waste generation, and each county must develop and implement or require political subdivisions within the, county to develop and implement programs, practices, or methods designed to meet its recycling goal; and WHEREAS, Pursuant to Minnesota Statute 115A.552, Counties shall ensure that residents have an opportunity to recycle; and WHEREAS, Hennepin County Ordinance 13 requires each City to implement a recycling program to enable the County to meet its recycling goals; and WHEREAS, the County has adopted Funding Assistance Policy for Source - Separated Recyclables to distribute funds to cities for the development and implementation of waste reduction and recycling programs; and WHEREAS, to be eligible to receive these County funds, cities must meet the conditions set forth in the "funding policy"; and WHEREAS, the City desires to receive these County funds; IlliNOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of St. Louis ark,.that the City Council authorizes the submittal of the 1993 Hennepin County Grant Application for Municipal Source -Separated Recyclables and that the Mayor, City Manager, and City Clerk are hereby authorized and directed to execute on behalf of the City of St. Louis Park, Minnesota, an Agreement in its entirety, which covers the furnishing of a recycling program in 1993. BE IT FURTHER RESOLVED, that as a condition to receive funds under the Hennepin County Funding Assistance Policy the City agrees to implement a waste reduction and recycling program as committed to by its submission of the 1992 Hennepin County Recycling Grant Application and that the City will use such County funds for the limited purpose of implementing the City's waste reduction and recycling program and that the City Clerk is hereby directed to file a certified copy of this resolution with each Agreement with the Hennepin County Contract Compliance Officer. 4C1e t: 110 Reviewed for administration: City Manager Adopted by the City Coun ci November% , 1992 4W./ May Approved as to form and execution: MIA Alt 12W -51411("J City Attorney RESOLUTION NO. 92-170 RESOLUTION PROVIDING FOR THE EMPLOYMENT OF GEORGE M HANSEN COMPANY TO AUDIT THE ACCOUNTS AND RECORD OF THE CITY FOR 1992 FISCAL YEAR BE IT RESOLVED by the City Council that George M. Hansen Co. be hereby employed to examine and audit the accounts and records of the City of St. Louis Park for the 1992 fiscal year; and BE IT FURTHER RESOLVED as follows: 1. The fee paid by the City for such audit shall be based upon the time spent by the auditor and staff in conducting the audit not to exceed $16,300.00; ($17,650 if a CDBG audit is required) 2. Said fee will be payable monthly upon receipt of verified statements from the auditor, provided, however, that 15 percent shall be retained by the City until the final audit report has been received and accepted by the City Council: 3. The above company shall accept the employment provided here in by letter to the City Council.
