LOUIS PARK ORDINANCE CODE RELATING TO ZONING TO PERMIT A 60 BED HOSTEL FOR PROPERTY ZONED PUD, PLANNED UNIT DEVELOPMENT DISTRICT LOCATED AT 2925 MONTEREY AVENUE BE IT RESOLVED BY the City Council of the City of St. Louis Park: Findings 1. Citizens Independent Bank (Minnesota Council American Youth Hostels) has made application to the City Council for a special permit under Section 14-124.101 of the St. Louis Park Ordinance Code for the purpose of permitting a 60 bed hostel within a PUD, Planned Unit Development District located at 2925 Monterey Avenue S. for the legal description as follows, to -wit: Lot 22, Block 1, Monterey Park, Hennepin County, Minnesota EXCEPT the North 35.00 feet of that part of Lot 22 lying westerly of the southerly extension of the east line of Lot 20, said Block 1; AND ALSO EXCEPT the South 192.47 feet of the North 227.47 feet of the most westerly 35.00 feet of Lot 22. (Torrens) 2. The City Council has considered the advice and recommendation of the Planning Commission (Case No. 92 -48 -SP) and the effect of the proposed 60 bed hostel on the health, safety and welfare of the occupants of the surrounding lands, existing and anticipated traffic conditions, the effect on values of properties in the surrounding area, the effect of the use on the Comprehensive Plan, and compliance with the intent of the Zoning Ordinance 3. The Council has determined that the proposed 60 bed hostel will not be detrimental to the health, safety, or general welfare of the community nor will it cause serious traffic congestion nor hazards, nor will it seriously depreciate surrounding property values, and the proposed 60 bed hostel is in harmony with the general purpose and intent of the Zoning Ordinance and the Comprehensive Plan. 4. The contents of PlAnning Case File 92 -48 -SP are hereby entered into and made part of the public hearing record and the record of decision for this case. Conclusion The special permit to permit a 60 bed hostel at the location described is granted based on the findings set forth above and subject to the following conditions: 1. The site shall be developed, used and maintained in accordance with Exhibit A - Site Plan as modified to show additional landscaping west and north of the parking lot and activity area. The modified Site Plan shall be submitted for approval within one month following approval of this resolution; such documents incorporated by reference herein. 2. The general hours of operation of the facility shall be from 6:00 a.m. to 1:00 a.m. 3. The applicant shall execute an agreement for payments in lieu of taxes to the City prior to the issuance of a Certificate of Occupancy. 4. Overnight parking of vehicles with a capacity in excess of 15 passengers shall not be permitted on the site. 5. Outdoor activities on the site shall be conducted as far as practicable from any adjacent residential property. 6. Occupancy of the facility shall be open only to members of American Youth Hostels or its affiliated national and international organizations. 7. All conditions shall be complied with prior to the issuance of a Certificate of Occupancy.
