HomeMy WebLinkAbout92-12 - ADMIN Resolution - City Council - 1992/02/03RESOLUTION NO. 92-12 A RESOLUTION APPROVING AN AMENDMENT TO THE COMPREHENSIVE PLAN 1980 TO THE YEAR 2000 FOR THE CITY OF ST. LOUIS PARK UNDER MINNESOTA STATUTES 462.351 TO 462.364 5005 Minnetonka Boulevard WHEREAS, the Comprehensive Plan 1980-2000 was adopted by the City Council on March 5, 1984 and amended on April 1, 1991, and provides the following. 1. An official statement serving as the basic guide in making land use, transportation and community facilities and service decisions affecting the City. 2. A framework for policies and actions leading to the improvement of the physical, financial, and social environment of the City, thereby providing a good place to live and work and a setting conducive for new development. 3. A promotion of the public interest in establishing a more functional, healthful, interesting, and efficient community by serving the interests of the community at large rather than the interests of individual or special groups within the community if their interests are at variance with the public interest. 4. An effective framework for direction and coordination of activities affecting the development and preservation of the community. 5. Treatment of the entire community as one ecosystem and to inject long range considerations into determinations affecting short-range action, and WHEREAS, the use of such Comprehensive Plan will insure a safer, more pleasant, and more economical environment for residential, commercial, industrial, and public activities and will promote the public health, safety, and general welfare, and WHEREAS, said Plan will prepare the community for anticipated desirable change, thereby bringing about significant savings in both private and public expenditures, and WHEREAS, the Comprehensive Plan has taken due cognizance of the planning activities of adjacent units of government, and WHEREAS, the Comprehensive Plan 1980-2000 is to be periodically reviewed by the Planning Commission of the City of St. Louis Park and amendments made, if justified according to procedures, rules, and laws, and provided such amendments would provide a positive result and are consistent with other provisions in the Comprehensive Plan, and WHEREAS, notice of a public hearing on the proposed amendment was published in the official newspaper on January 8, 1992 and the hearing was subsequently held by the Planning Commission on January 22, 1992, and; WHEREAS, the Planning Commission of the City of St. Louis Park recommended denial of the proposed change on January 22, 1992, after holding a public hearing thereon, and; WHEREAS, the City Council has duly considered the contents of Case No. 91 -49 -CP, the minutes of the Planning Commission public hearing and comments received at the City Council meeting on February 3, 1992; and THEREFORE, the City Council hereby makes the following: Findings of Fact 1. The City Council began consideration of a location for the proposed police facility in August of 1990 following a determination of need for an expanded police facility. 2. The proposed location was selected following consideration of six primary factors including proximity to City Hall, project cost, functional capability, public access, image and site impact. 3. Construction to the west of City Hall over the existing garage would cause structural damage to City Hall. 4. The proposed location is consistent with Comprehensive Plan policies on Community Facilities, including those which state: Maintain or improve public accessibility to those community facilities used by the public Ensure that all public facilities are properly located with respect to function and land use considerations 5. Since City Hall and Carpenter Park were established in 1965, there have been significant changes in the role of the Police Department and an increasing demand for facilities as recommended in a study by Carroll Burracker and Associates. 6. The desirability of maintaining current levels of public open space within the Triangle Neighborhood is outweighed by the need to provide for the public safety needs of all City residents. NOW THEREFORE BE IT RESOLVED by the City Council of St. Louis Park that the Comprehensive Plan 1980-2000, as previously adopted by the Planning Commission and City Council, is hereby amended as follows: The Comprehensive Plan Land Use Map is modified to change the area south of City Hall, 5005 Minnetonka Boulevard, from Park and Open Space to Community Facilities as shown on the attached map.
