RESOLUTION ACCEPTING BID AND AUTHORIZING EXECUTION
OF A CONTRACT FOR IMPROVEMENT PROJECT N0. MB -90-11;
CONSTRUCTION OF THE NEW POLICE FACILITY
TO BE LOCATED IN CARPENTER PARK
WHEREAS, pursuant to an advertisement for bids for Improvement Project No.
MB -90-11, bids were received, opened, and tabulated by the Director of Public
Works on July 14, 1992. Said bids were as follows:

followed by "*" did not submit
WHEREAS, Lovering-Johnson, Loeffel-Engstrand, Kraus -Anderson, and Merrimac
Construction did not bid on all requested alternates and therefore each
submitted a nonresponsive and incomplete bid; and
WHEREAS, the City has the right to reject a bid which is in any way
incomplete, nonresponsive, or irregular; and
WHEREAS, it has been determined by the City Council that Lovering-Johnson,
Loeffel-Engstrand, Kraus -Anderson, and Merrimac Construction are not responsible
bidders; and
WHEREAS, the bid of Lovering-Johnson, Loeffel-Engstrand, Kraus -Anderson,
and Merrimac Construction is each hereby rejected; and
WHEREAS, it is the City's intent to award a contract to the lowest
responsible bidder,
WHEREAS, it appears that Adolfson-Peterson, Inc. is the lowest responsible
bidder,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of St.
Louis Park, Minnesota that:
1 It has been determined that Lovering-Johnson, Loeffel-Engstrand,
Kraus -Anderson, Merrimac Construction each did not bid on all
requested alternates and therefore each submitted a nonresponsive
and an incomplete bid and therefore each company's total bid is
hereby rejected.
2. It appears Adolfson-Peterson, Inc. is the lowest responsible bidder.
3. The Mayor and City Manager are hereby authorized and directed to
enter into a contract in the amount of $3,063,500 with Adolfson &
Peterson, Inc., in the name of the City of St. Louis Park, for
Improvement Project No. MB -90-11 according to the plans and
specifications approved by the City Council and on file in the
office of the Director of Public Works.
4. The project architect, Boarman Kroos Pfister & Associates is -hereby
authorized and directed to return to all bidders the deposits made
with their bids in accordance with the bid documents, except that
the deposit of the successful bidder and the next lowest bidder
shall be retained until a contract has been executed.
