HomeMy WebLinkAbout91-78 - ADMIN Resolution - City Council - 1991/04/151 f , RESOLUTION NO. 91-78 RESOLUTION APPROVING PORTION OF SOUTHWEST CORRIDOR LIGHT RAIL TRANSIT PRELIMINARY DESIGN PLAN AND DISAPPROVING PORTION OF PLANS AND IDENTIFYING SPECIFIC REQUIRED AMENDMENTS • WHEREAS, the Hennepin County Railroad Authority (the "HCRRA") has prepared preliminary design plans (the "Plans") for Light Rail Transit in the Southwest Corridor through St. Louis Park, and; WHEREAS, the HCRRA forwarded the Plans to the City of St. Louis Park for consideration on November 8, 1990, and; WHEREAS, Minnesota Statute 473.3994 Subd. 3 requires that a city, through which a light rail transit route is proposed, review and approve or disapprove the Plans for the route within 45 days after the hearing held by the HCRRA, unless an extension of time is agreed to by the City and the HCRRA, and; WHEREAS, the HCRRA has approved two time extensions for consideration of the Plans, first to March 27, 1991 and then to May 27, 1991, and; WHEREAS, the City Council forwarded the Plans to the Planning Commission for a recommendation, and; WHEREAS, the Planning Commission has recommended approval of part of the Plans and disapproval of another part with amendments identified which would result in a recommendation of approval, and; WHEREAS, the City Council held a duly advertised public hearing on the Plans on March 18, 1991 and continued the hearing to April 15, 1991. NOW THEREFORE BE IT RESOLVED by the City Council of the City of St. Louis Park that the Plans are hereby approved, or disapproved, with specific amendments noted which would cause the City Council to withdraw its disapproval, as follows: 1. Approve proposed alignment for Southwest Light Rail Transit Corridor in the Soo Line right-of-way. 2. Approve the profile plan with the exception of the stretch between the Soo Line that crosses the proposed line and Highway 100; Disapprove the profile plan for the stretch described above and note the following required amendment: Depress the grade to allow Wooddale to cross over the Light Rail Transit Line at a separate higher grade. 3. Approve the proposed location and design of the Beltline Boulevard and Louisiana Avenue stations and associated parking; Disapprove the proposed location and design of the Wooddale Station and associated parking and note the following required amendments: Move the station and associated parking to a location within the area identified on attached Exhibit A; construct the station generally in accordance with attached Exhibit A and specifically in accordance with plans approved at a later date by the City of St. Louis Park. 4. Approve the crossing plan except for the stretch between the Soo Line that crosses the proposed LRT line and Highway 100; Disapprove the crossing plan for the stretch between the Soo Line that crosses the proposed line and Highway 100 and note the following required amendment: Show future crossings at the extension of Yosemite or Xenwood and Brunswick with selection and separated versus at -grade determination to be made when plans for the Wooddale Station are approved by the City of St. Louis Park as described above.
