HomeMy WebLinkAbout91-72 - ADMIN Resolution - City Council - 1991/04/01RESOLUTION NO. 91-72 A RESOLUTION APPROVING THE 1990 AMENDMENTS TO THE COMPREHENSIVE PLAN OF THE CITY OF ST. LOUIS PARK WHEREAS, the City Council of the City of St. Louis Park following a public hearing in due consideration thereof adopted a Comprehensive Plan for the City on March 5, 1984, and WHEREAS, changes relating to traffic, economics, development patterns and community attitudes have changed during the ensuing period which changes support and necessitates changes in the Comprehensive Plan, and WHEREAS, Minnesota Statutes require that the City respond to revisions in the Metropolitan Systems statements promulgated by the Metropolitan Council of the Twin Cities, and WHEREAS, the City received revised system statements for transportation and sanitary sewers on April 10, 1989 and was obligated to address these revised system statements in a Comprehensive Plan Amendment, and WHEREAS, it is the desire of the City to promote sound development in all respects, and WHEREAS, the City is in the process of developing amendments to official controls including the zoning ordinance, and WHEREAS, in response to the foregoing, a draft of amendments to the Comprehensive Plan was prepared and submitted to the Planning Commission for its consideration and recommendation, and WHEREAS, the Planning Commission held a public hearing on the proposed 1990 Comprehensive Plan Amendments on December 20, 1989, following published notice in the official newspaper on December 6, 1989, and WHEREAS, the Planning Commission reviewed the proposed modifications at its meetings on December 20, 1989, January 3, 1990, January 17, 1990, February 7, 1990, February 21, 1990, March 7, 1990, April 4, 1990, and May 2, 1990 and subsequently recommended approva'1 of the map and text amendments as submitted, and WHEREAS, the City held public informational meetings on the proposed Plan Amendments on April 17, 1990 and April 19, 1990, and WHEREAS, pursuant to statute the City Council directed that the proposed 1990 amendments to the Comprehensive Plan be submitted to the Metropolitan Council for its formal review and comment, and further, that copies of the amendments to Comprehensive Plan be submitted to all adjacent municipalities, the Minnehaha Creek Watershed District, the Bassett Creek Water Management Commission, St. Louis Park School District and the Zoning Ordinance Task Force of the City of St. Louis Park, and WHEREAS, the Metropolitan Council through it's analysis and review, determined on October 11, 1990 that the proposed 1990 Comprehensive Plan Amendments of the City of St. Louis Park were consistent with Metropolitan Systems statements and, therefore, approved the 1990 Comprehensive Plan Amendments of the City of St. Louis Park without modification, and WHEREAS, the City Council ordered that a public hearing on the 1990 Comprehensive Plan Amendments as provided by law be held on November 19, 1990, and WHEREAS, the public hearing was heldt and the City Council duly considered all materials which had been presented through staff reports, records of public meetings and the testimony of interested persons at the public hearings, and WHEREAS, the contents of Community Development Department, Case File No. 89 -90 -CP are entered into the public record of decision on this matter. NOW THEREFORE, based on the foregoing, the City Council of the City of St. Louis Park hereby finds and determines that: a. Significant changes face the City over the next 20 years as evidenced by continued increases in housing unit development and population and significant increases in employment and traffic within the Community. An employment increase of over 40 percent and traffic increases as great as 125 percent are forecast by the year 2010. b. The previous mentioned increases in population, housing units, employment and traffic, as well as, projected changes in sewage flows and housing needs form the basis for the objectives stated in Chapter 2 of this Plan Amendment. c. The proposed Comprehensive Plan Amendment is further supported by all other reasons and facts stated in the Amendment and in those portions of the existing Comprehensive Plan which are not amended. d. Continued development of quality jobs has a beneficial impact on economic conditions in the City and, further, that the replacement of industrial jobs with retail and service sector jobs has a detrimental effect on economic conditions in the City as evidenced by the wage comparison between manufacturing and service sector jobs. e. Conversion of industrially used land to non -industrial purposes results in a loss of industrial jobs in the community and subsequent detriment to overall economic conditions in the community. Maintenance of existing industrial areas is necessary to maintain the balanced economic base in the community. f. Based on the age and values of the existing housing stock, the City finds it necessary to maintain the quality of the housing stock through enhanced maintenance of housing units and protection of existing housing units from non-residential encroachment or other adverse influence. Maintenance of a viable commercial component of the City is necessary to serve the needs of community residents and to enhance a positive image of the community. Development of Light Rail Transit through the community supports both local and regional transportation objectives related to reduction of vehicular traffic on the regional freeway system and development of more cost effective alternatives of transportation. The development of travel demand management strategies will further serve to preserve the capacity of the regional freeway system without unduly restricting development in the g. community. Adoption of a functional classification of roadways in the community provides for a proper integration of transportation facilities and land uses within the community and provides a basis for anticipating future roadway needs within the community. These findings are supported by projected increase in population, housing, employment and traffic both locally and regionally for the year 2010. h. Projections of future development and related sewage flows show that the City's sewer system has adequate capacity to handle anticipated levels of development. Analysis of the projected sewage flows in conjunction with those from Golden Valley have suggested a potential capacity problem in the Metropolitan interceptors sewer and this Comprehensive Plan Amendment serves to identify this problem and provide Metropolitan Agencies with sufficient lead time to address the problem. i. The proposed amendment to the Comprehensive Plan anticipates changes in residential, commercial, industrial and public activities and provides a framework which deals with mounting problems related to the provision of means to guide the future development of land in the City. In preparing for these anticipated changes, the City will bring about significant savings in both private and public expenditures related to development. k. Implementation of the Comprehensive Plan will assist in guiding development activities so as to render the provision of public service in a more cost-effective manner and achieve a more secure tax base. J. 1. Implementation of the Comprehensive Plan will provide a safer, more pleasant and economical environment for the residents of the City of St. Louis Park. NOW THEREFORE BE IT RESOLVED that based on the foregoing, and all of the data, reports and testimony contained in the record of decision, the City Council of the City of St. Louis Park hereby adopts the 1990 Comprehensive Plan Amendments pursuant to Minnesota Statue 473.864, Subd. 2. All portions of the Comprehensive Plan not affected by these amendments shall remain in full force and effect, including the Land Use and Transportation elements on the Comprehensive Plan Map.
