Said bids were as follow: Bidder Bid Amount * Ryan Contracting, Inc. $138,603.00 J.P. Norex, Inc. 154,193.75 F.F. Jedlicki, Inc. 171,038.20 Glendale Contracting, Inc. 173,682.75 Northdale Construction Company 192,448.65 * Bid submitted on invalid proposal form WHEREAS, it appears that Ryan Contracting, Inc. of Lakeville, Minnesota, is the lowest responsible bidder; and WHEREAS, the lowest bid was submitted on an invalid proposal form. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of St. Louis Park, Minnesota that: 1. The bid of Ryan Contracting, Inc. is hereby declared non-responsive and is therefore rejected. 2. The Mayor and City Manager are hereby authorized and directed to enter into a contract in the amount of $154,193.75 with J.P. Norex, Inc. of Chanhassen, Minnesota in the name of the City of St. Louis Park, for improvement project nos. 89-06 and 91-05 according to the plans and specifications approved by the City Council and on file in the office of the Director of Public Works. 3. The City Clerk is hereby authorized and directed to return to all bidders the deposits made with their bids in accordance with the bid documents, except that the deposit of the successful bidder and the next lowest bidder shall be retained until a contract has been executed.
