RESOLUTION REQUESTING CONGRESS TO
PRESERVE PRIVATELY OWNED SUBSIDIZED HOUSING
WHEREAS, there is a great need for affordable housing to
meet the needs of low and moderate income families as evidenced
by the increase in the number of homeless and the elimination of
alternative funding sources; and
WHEREAS, Department of Housing and Urban Development low
interest mortgages which limit rents that can be charged are
maturing on a considerable amount of housing over the foreseeable
future, decreasing the supply of affordable housing available for
low and moderate income families; and
WHEREAS, legislation known as the Bartlett amendment has
been introduced in Congress which would remove requirements that
building owners convince the Department of Housing and Urban
Development that displaced tenants can find alternative
affordable housing in the community before the owners can pay off
low interest mortgages early and raise rents to market rates;
NOW THEREFORE, be it resolved by the City Council of the
City of St. Louis Park that Congress be urged to turn down this
proposed legislation in order to preserve the available supply of
privately owned affordable housing.
