RESOLUTION ESTABLISHING PROCEDURES FOR USE
OF CONSENT AGENDA
WHEREAS, the City Council must deliberate many agenda items at its
meetings; and
WHEREAS, the time available to the Council for such deliberation
is severely limited, and
WHEREAS, the Council desires to have as much time as possible for
the deliberation of agenda items which involve the
establishment of City policies and goals; and
WHEREAS, some agenda items are of such routine administrative
non -controversial nature that they need minimal Council
deliberation
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City
of St. Louis Park hereby directs the City Manager to prepare a
Consent Agenda for each regular Council meeting. The Consent
Agenda shall contain routine, non -controversial administrative
items in matters where the Council has previously formulated
policy that require Council action but that need no deliberation.
Items such as the following shall be placed on the Consent Agenda
and forwarded to Council members prior to each regular meeting:
Routine management actions such as payment of verified
claims, contract payments, preliminary engineering
reports, leasos and agreements previously approved in
principle, minutes of advisory boards and commissions,
bid tabulations, award of contracts when such award 3-s
within budgetary guidelines;
Property actions such as minor subdivisions where no
development agreement is involved, resolutions approving
reapportionment of assessments, minor amendments;
Setting public hearing dates;
Receiving repo-rts -- yc-l-erg,
Finance, etc.;
Miscellaneous citizen requests such as requests for
streetlights, stop or other traffic control signs which
meet the Uniform Traffic Control regulations and traffic
studies.
That the use of the Consent Agenda shall not include items
required to be passed by ordinance, that represent the legislative
powers of the Council. An ordinance shall be used when the
Council acts to create general, uniform, and permanent rules of
conduct which relate to the corporate affairs of the City of St.
Louis Park.

Legislative power shall include a determination of:
1. public policy relating to the formulating of
particular law;
2. the expediency of enacting a particular law;
3. when the law will become effective; and
4. the parties to whom the law shall apply.
The following procedures and rules shall govern the use of the
Consent Agenda by the City Council:
1. The Mayor shall notify the public at the Council
meeting that approval of the Consent Agenda is under
consideration and explain how the consent items are
identified on the agenda;
2. At the request of any individual Council member or
citizen, an item shall be removed from the Consent
Agenda and placed on the regular agenda for
discussion;
3. A motion to approve the Consent Agenda shall not be
debated;
4. The Consent Agenda shall be adopted by a unanimous
vote of those Council members present at the meeting
by one motion;
5. The Council secretary shall include in the minutes
the numerical vote for each specific consent i. -tem.
