A RESOLUTION IN SUPPORT OF CREATING A REGIONAL PARK FACILITY AND
TRAIL CORRIDOR ADJACENT TO AN AREA KNOWN AS CEDAR LAKE PARK
WHEREAS, the Cedar Lake Park Preservation and Development
Association has presented a proposal to the St. Louis Park City
Council for the development of a trail corridor and the
preservation of park land and open space within a 17 acre parcel
located in the northeastern corner of St. Louis Park; and
WHEREAS, said parcel, formerly occupied by classification
yards and railroad tracks owned and operated by the Burlington
Northern Railroad, is now managed and maintained by Glacier Park
Development Co., a subsidiary of Burlington Northern; and
WHEREAS, said parcel is part of a larger package and Glacier
Park's land holdings which extend easterly along the northern
shore of Cedar Lake and adjoin existing Minneapolis park land;
and
WHEREAS, the Cedar Lake Park Preservation and Development
Association is attempting to acquire said parcel and has
developed a conceptual plan for the creation of a new Cedar Lake
Park and the connection of that park along the existing
Burlington Northern Railroad right-of-way by trails from Highway
100 to the Central Mississippi Riverfront Park, creating a
linkage between the Chain of Lakes Regional Park and the Central
Riverfront Regional Park; and
WHEREAS, this trail connection offers unique opportunities to
overcome physical barriers and to bridge the gap between downtown
and neighborhoods north of the chain of lakes and west into the
adjoining suburbs, thereby providing regional access to the
lakes, parks, and trails of Minneapolis; and
WHEREAS, the Minneapolis Park and Recreation Board has included
that portion of the Cedar Lake Park and trail corridor located
within the City of Minneapolis in its Regional Park Acquisition
Plan, and the Metropolitan Council has included that portion in
the Metropolitan Regional Open Space System plan; and
WHEREAS, the development of regional parks in Hennepin County
outside the boundaries of the City of Minneapolis has
historically fallen under the auspices of the Suburban Hennepin
Regional Park District;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City
of St. Louis Park considers the trail corridor adjacent to Cedar
Lake Park to be of regional significance; that said Council
endorses and supports the creation of Cedar Lake Park and the
trail connections from Highway 100 to the Central Mississippi
Riverfront Park; and that said Council urges the Board of
Commissioners of the Suburban Hennepin Regional Park District to
give the acquisition and development of that portion of the
aforementioned property which lies within the boundaries of the
City of St. Louis Park its highest priority.
