A RESOLUTION GRANTING SPECIAL (CONDITIONAL USE) PERMIT
UNDER SECTION 14-156(6) OF THE ST. LOUIS PARK ORDINANCE CODE
RELATING TO ZONING TO PERMIT OUTDOOR STORAGE OF RENTAL
VEHICLES FOR PROPERTY ZONED B-2, BUSINESS DISTRICT LOCATED
AT 6801 WAYZATA BOULEVARD
BE IT RESOLVED BY the City Council of the City of St. Louis Park:
Findings
1. Ralph N. Bearman and Charlotte Bearman (Glass I Partners and Enterprise Rent-A-
Car) has made application to the City Council for a special permit under Section 14-156(6)
of the St. Louis Park Ordinance Code for the purpose of outdoor storage of rental vehicles
within a B-2, Business District, located at 6801 Wayzata Boulevard for the legal description
as follows, to -wit:
Lots 1, 2, 3, 4 and 5 except parts of said Lots taken for state highway, and
All of Lots 6, 7 and 8 "Richmond" (Torrens Certificate No. 523767 and
Abstract)
2. The City Council has considered the advice and recommendation of the Planning
Commission (Case No. 90 -58 -SP) and the effect of the proposed outdoor storage of rental
vehicles on the health, safety and welfare of the occupants of the surrounding lands, existing
and anticipated traffic conditions, the effect on values of properties in the surrounding area,
the effect of the use on the Comprehensive Plan, and compliance with the intent of the
Zoning Ordinance.
3. The Council has determined that the outdoor storage of rental vehicles will not be
detrimental to the health, safety, or general welfare of the community nor will it cause
serious traffic congestion nor hazards, nor will it seriously depreciate surrounding property
values, and the proposed outdoor storage of rental vehicles is in harmony with the general
purpose and intent of the Zoning Ordinance and the Comprehensive Plan.
4. The contents of Planning Case File 90 -58 -SP are hereby entered into and made part of
the public hearing record and the record of decision for this case.
Conclusion
The special permit to permit outdoor storage of rental vehicles at the location described is
granted based on the findings set forth above and subject to the following conditions:
1. The site shall be developed, used and maintained in accordance with Exhibit A
- Site Plan and Exhibit B - Floor Plan, such documents incorporated by
reference herein.
2. That the "No Parking" sign be located on the turn around for the head
in parking on the northeast corner of the site and enforced by the
owner.
3. That parking be designated for storage of rental cars.
4. That a screening fence be constructed along the south property line.
5. That concrete curb stops be placed in front of all parking spaces abutting
landscaping in the parking lot south of the building.
6. That all improvements be completed within 60 construction days of
installation of the curb and gutter for the new frontage road abutting the site
on the north side, a construction day being defined as a day between the date
in the spring when MnDOT road restrictions are lifted and December 1.
