RESOLUTION NO. 89-32
A RESOLUTION RESCINDING RESOLUTION NO. 7255 ADOPTED ON
OCTOBER 4, 1982, AND GRANTING SPECIAL (CONDITIONAL USE)
PERMIT UNDER SECTION 14-124.101 OF THE ST. LOUIS PARK
ORDINANCE CODE RELATING TO ZONING TO PERMIT A RESIDENTIAL
OUTPATIENT FACILITY LOCATED IN THE PUD, PLANNED UNIT
DEVELOPMENT DISTRICT, AT 3705 PARK CENTER BOULEVARD
FINDINGS
WHEREAS, Wayside House Inc., (Lloyd Englesma) has made application to the City
Council for a special permit under Section 14-124.101 of the St. Louis Park Ordinance
Code to permit a residential outpatient facility at 3705 Park Center Boulevard within a
Planned Unit Development District having the following legal description:
That part of Lot 2, Block 2, Park Center, described as commencing at
the intersection of the east line of Lot 2 and a line 24 feet northerly
of measuring at a right angle to and parallel with the south line of Lot
2; thence northerly along said east line a distance of 401 feet to the
point of beginning; thence southerly along said east line a distance of
195 feet; thence westerly parallel with said south line a distance of 423
feet; thence northerly parallel with said east line a distance of 195 feet
to the beginning of a line described as Line A; thence northeasterly
deflecting left 16 degrees, 35 minutes 14 seconds to the southerly right-
of-way of Park Center Boulevard and said Line A there terminating;
thence easterly along said southerly right-of-way to the intersection
with a line 60 feet easterly of measuring at right angles to and parallel
with said Line A; thence southeasterly along last described parallel line
to the intersection with a line drawn westerly from the point of beginning
and parallel with the south line of Lot 2; thence easterly along the last
described parallel line to the point of beginning.
WHEREAS, the City Council has considered the advice and recommendation of the
Planning Commission (Case Nos. 76 -31 -SP, 81-91, and 82 -70 -SP); the recommendation by
staff (Case No. 89 -13 -SP) and the effect of the proposed residential outpatient center on
the health, safety, and welfare of the occupants of the surrounding lands, existing and
anticipated traffic conditions, the effect on values of properties in the surrounding area
and the effect of the use on the Comprehensive Plan; and
WHEREAS, a special permit was issued regarding the subject property pursuant to
Resolution No. 7255 of the St. Louis Park City Council dated October 4, 1982 which
contained conditions applicable to said property; and
WHEREAS, due to changed circumstances, amendments to those conditions are now
necessary, requiring the amendment of that special permit; and
WHEREAS, it is the intent of this resolution to continue and restate the conditions
of the permit granted by Resolution No. 7255 to add the amendments now required, and
to consolidate all conditions applicable to the subject property in this resolution;
