HomeMy WebLinkAbout89-160 - ADMIN Resolution - City Council - 1989/10/16RESOLUTION NO. 39-160 A RESOLUTION DENYING AN AMENDMENT TO THE COMPREHENSIVE PLAN 1980 TO THE YEAR 2000 FOR THE CITY OF ST. LOUIS PARK UNDER MINNESOTA STATUTES 462.351 TO 462.364 2715 MONTEREY AVENUE SOUTH WHEREAS, the Comprehensive Plan 1980-2000 was adopted by the City Council on March 5, 1984, and provides the following: 1. An official statement serving as the basic guide in making land use, transportation and community facilities and service decisions affecting the City. 2. A framework for policies and actions leading to the improvement of the physical, financial, and social environment of the City, thereby providing a good place to live and work and a setting conducive for new development. 3. A promotion of the public interest in establishing a more functional, healthful, interesting, and efficient community by serving the interests of the community at large rather than the interests of individual or special groups within the community if their interests are at variance with the public interest. 4. An effective framework for direction and coordination of activities affecting the development and preservation of the community. 5. Treatment of the entire community as one ecosystem and to inject long range considerations into determinations affecting short range action, and WHEREAS, the use of such Comprehensive Plan will insure a safer, more pleasant, and more economical environment for residential, commercial, industrial, and public activities and will promote the public health, safety, and general welfare, and WHEREAS, said Plan will prepare the community for anticipated desirable change, thereby bringing about significant savings in both private and public expenditures, and WHEREAS, the Comprehensive Plan has taken due cognizance of the planning activities of adjacent units of government, and WHEREAS, the Comprehensive Plan 1980-2000 is to be periodically reviewed by the Planning Commission of the City of St. Louis Park and amendments made, if justified according to procedures, rules, and laws, and provided such amendments would provide a positive result and are consistent with other provisions in the Comprehensive Plan, and WHEREAS, the Planning Commission considered a request to change the Comprehensive Plan designation of the property located at 2715 Monterey Avenue South from Park, Recreation, and Open space to Low Density Residential, and WHEREAS, the Planning Commission recommended that the present designation of Park, Recreation and Open Space be retained, and WHEREAS, the City Council hereby makes the following: Findings Amending the Comprehensive Plan designation for the subject property to Low Density Residential would have the following consequences: 1. A significant segment of the open space link between Fern Hill Park and the Twin Lake area would be destroyed. 2. The ultimate development of a pedestrian trail connection through this area, as designated on the Comprehensive Plan, would be made more difficult. 3. Development of the property would result in a significant loss of vegetation, including a number of mature trees from 40 to 60 feet in height. 4. Development of the lot would alter the character of the immediate neighborhood area. 5. The predictability of development implied by the Comprehensive Plan would be impaired. 6. Disposition of this property could set a precedent for the disposal of other open space properties in the City which are not being actively used for park or recreation purposes. NOW THEREFORE BE IT RESOLVED by the City Council of St. Louis Park that, based upon the foregoing findings, the request to amend the Comprehensive Plan as it relates to the property at 2715 Monterey Avenue South is hereby denied and the present designation of the property for Park, Recreation and Open Space is hereby affirmed.
