HomeMy WebLinkAbout89-155 - ADMIN Resolution - City Council - 1989/10/02RESOLUTION NO. -89-155 RESOLUTION AUTHORIZING PURCHASE OF GRANULAR ACTIVATED CARBON FROM CALGON CARBON CORPORATION AS A SOLE SOURCE WHEREAS, the Director of Public Works has reported to the City Council that the granular activated carbon filtration system which serves to treat groundwater affected by the operations of the former Reilly Tar & Chemical Corporation wood creosoting/preservation facility prior to its discharge to the municipal water supply has expended its service life, thereby necessitating its replacement; and WHEREAS, the Director of Public Works has further reported that the filtration system which utilizes the granular activated carbon as the filter media was designed and constructed by Calgon Carbon Corporation, based upon the hydraulic and treatment parameters of a specific carbon known commercially as Filtrasorb 300; and WHEREAS, a survey of specific uses of granular activated carbon indicates that the City of St. Louis Park may be the only supplier of water for public use that treats water for the removal of polynuclear aromatic hydrocarbons to total levels less than 175 parts per trillion; and WHEREAS, present technical expertise relative to the treatment of groundwater for the removal of polynuclear aromatic hydrocarbons by granular activated carbon reflects only the limited experience of the City of St. Louis Park, thereby limiting the City's ability to ascertain the effectiveness of other commercially provided granular activated carbon to meet its particular needs. NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF ST. LOUIS PARK that although it has diligently sought confirmation that there exists a commercially produced granular activated carbon other than Calgon Carbon Corporation's Filtrasorb 300 which has similar hydraulic and treatment characteristics for the removal of polynuclear aromatic hydrocarbons from municipal drinking water supplies to low part per trillion levels, it has not identified an alternate to the Filtrasorb 300. BE IT FURTHER RESOLVED that due to circumstances beyond the control of the City, it has been determined that Filtrasorb 300 granular activated carbon, produced by Calgon Carbon Corporation, is the only filter media which is known to be capable of meeting the needs of the City at this time, thereby rendering Calgon Carbon Corporation as a sole source supplier of granular activated carbon. BE IT FURTHER RESOLVED that the appropriate City representatives are authorized and directed to enter into a contract with Calgon Carbon Corporation, in the amount of $46,885.50 for the purchase of 40,000 pounds of Filtrasorb 300.
