RESOLUTION NO. 88-84
A RESOLUTION APPROVING AN AMENDMENT TO THE COMPREHENSIVE
PLAN 1980 TO THE YEAR 2000 FOR THE CITY OF ST. LOUIS PARK
UNDER MINNESOTA STATUTES 462.351 TO 462.364
East Side of Virginia Avenue between
West 28th Street and Burlington Northern Railroad
WHEREAS, the Comprehensive Plan 1980-2000 was adopted by the City Council
on March 5, 1984, and provides the following:
1. An official statement serving as the basic guide in making land use,
transportation and community facilities and service decisions affecting the
City.
2. A framework for policies and actions leading to the improvement of the
physical, financial, and social environment of the City, thereby providing a
good place to live and work and a setting conducive for new development.
3. A promotion of the public interest in establishing a more functional, healthful,
interesting, and efficient community by serving the interests of the
community at large rather than the interests of individual or special groups
within the community if their interests are at variance with the public
interest.
4. An effective framework for direction and coordination of activities affecting
the development and preservation of the community.
5. Treatment of the entire community as one eco -system and to inject long-
range considerations into determinations affecting short-range action, and
WHEREAS, the use of such Comprehensive Plan will insure a safer, more pleasant,
and more economical environment for residential, commercial, industrial, and public
activities and will promote the public health, safety, and general welfare, and
WHEREAS, said Plan will prepare the community for anticipated desirable change,
thereby bringing about significant savings in both private and public expenditures, and
WHEREAS, the Comprehensive Plan has taken due cognizance of the planning
activities of adjacent units of government, and
WHEREAS, the Comprehensive Plan 1980-2000 is to be periodically reviewed by
the Planning Commission of the City of St. Louis Park and amendments made, if
justified according to procedures, rules, and laws, and provided such amendments
would provide a positive result and are consistent with other provisions in the
Comprehensive Plan, and
WHEREAS, on January 20, 1988, the Planning Commission completed and approved
the Virginia -Burlington Northern Property Study; and
WHEREAS, the railroad spur, sometimes referred to as the Hutchinson branch,
has been eliminated since adoption of the plan in 1981; and
WHEREAS, the study supports some realignment of the uses as contained in the
Comprehensive Plan 1980-2000 as approved in 1981; and
WHEREAS, on March 2, 1988, the Planning Commission of the City of St. Louis
Park adopted an amendment to the Comprehensive Plan 1980-2000 for property on
the east side of Virginia Avenue between West 28th Street and the Burlington
Northern Railroad, based on statutes, the Metropolitan System Statement, extensive
research and analysis involving the interest of citizens and public agencies;
NOW THEREFORE BE IT RESOLVED by the City Council of the City of St.
Louis Park that Page 17-12 of the Comprehensive Plan 1980-2000 as previously
adopted by the Planning ,Commission and City Council is hereby amended by adding
the following at the end of the section titled Oak Hill:
In January 1988, the study of the property on the east side of Virginia
Avenue between 28th Street and the Burlington Northern Railroad was
completed. The study titled Virginia - Burlington Northern Property, a Land
Use Study, is included in the Appendix of the Comprehensive Plan. Based
on the study, the original Comprehensive plan is essentially reconfirmed.
However, some adjustment in the land use configuration and trail location
is allowed as shown on the Plan, Figure 6A, and as contained in the Study.
The area designated as "Trees and Prairie to be Preserved" is so designated
because of the environmental quality it gives to the site, the buffering and
transitional benefits it provides, and the benefit it provides where landscaped
or natural vegetation exist in protecting a slope subject to erosion. In
those locations where the slope has no vegetation, plantings are to be
provided to stabilize the slope. Plan 4, Figure 6A, allows approximately 76
to 90 townhouse units located adjacent to a ponding area on the western
portion of the site; and industrial park on the remaining 4.3 acres except
for the easterly tip consisting of 1.5 acres which is limited to office use,
parking or open space. The subject property shall be accessible via West
27th Street. The pedestrian system could be located along the area
designated "Trees and Prairie to be Preserved" providing a scenic and
functional route to link the Victoria Lake and other neighborhood areas to
Carlson Field and other development to the east. An alternative location
for the pedestrian way is a south alignment parallel to the south boundary
of the site. The pedestrian system is to have a minimum of 20 feet in width
to allow for an 8 -foot wide trail paralleled by landscaping and natural
vegetation to separate the trail from adjacent use.
BE IT FURTHER RESOLVED that the Virginia -Burlington Northern Property, a
Land Use Study, is hereby added to the Appendix of the Comprehensive Plan.
