LOUIS PARK ORDINANCE CODE RELATING TO ZONING TO PERMIT THE EXPANSION OF A DRIVE -UP BANKING FACILITY AND PROVISION FOR ADDITIONAL PARKING FOR PROPERTY ZONED B-2, GENERAL BUSINESS DISTRICT, AND F-2, FLOODPLAIN DISTRICT LOCATED AT 8600 HIGHWAY 7 BE IT RESOLVED BY the City Council of the City of St. Louis Park: Findings 1. First Minnesota Savings Bank, FSB has made application to the City Council for a special permit under Section 14-156(11) and 14-123.100(2) of the St. Louis Park Ordinance Code for the purpose of expanding a drive -up banking facility and providing additional parking within a B-2, General Business District, and F-2, Floodplain District located at 8600 Highway 7 for the legal description as follows, to -wit: That part of Tract X, except that part thereof lying Easterly of a line erected pependicular to the Northerly line of said Tract X, from a point on said Northerly line distant 268.76 feet Westerly from the most Northerly corner of said Tract X as measured along said Northerly line, lying Easterly of a line drawn parallel with said last described perpendicular line and distant 130 feet Westerly therefrom, in Registered Land Survey No. 1058, Files of Registrar of Titles, County of Hennepin (Torrens Certificate No. 392313) 2. The City Council has considered the advice and recommendation of the Planning Commission (Case No. 87 -90 -SP) and the effect of the proposed drive -up banking facility and additional parking on the health, safety and welfare of the occupants of the surrounding lands, existing and anticipated traffic conditions, the effect on values of properties in the surrounding area, the effect of the use on the Comprehensive Plan, and compliance with the intent of the Zoning Ordinance. 3. The Council has determined that the proposed expansion of a drive -up banking facility and provision --not-; , mental -to-the-heplth, safety, or general welfare of the community nor will it cause serious traffic congestion nor hazards, nor will it seriously depreciate surrounding property values, and the proposed expansion of a drive -up banking facility and provision_ for_additional parking is in harmony with the general purpose and intent of the Zoning Ordinance and the Comprehensive Plan. Conclusion The special permit to permit the expansion of a drive -up banking facility and provision for additional parking at the location described is granted based on the findings set forth above and subject to the following conditions: �4v�.•rih�eX.YQaYiCiv1 n'iSYr l� •'ta�yi%S 1. The site shall be developed, used and maintained in accordance with Exhibit A - Site Plan, Exhibit B - Elevations and Exhibit C - Grading and Drainage Plan as modified to show a catch basin in the northerly portion of the site and continuous curbing along the north side of the new parking area. 2.
