LOUIS PARK ORDINANCE CODE RELATING TO ZONING TO PERMIT OFF-STREET PARKING FOR PROPERTY ZONED R-3, TWO FAMILY RESIDENCE DISTRICT, LOCATED AT 7855 WAYZATA BOULEVARD BE IT RESOLVED BY the City Council of the City of St. Louis Park: F indings 1. Marvin H. Greenstein has made application to the City Council for a special permit under Section 14-146(1) and 14-126(4) of the St. Louis Park Ordinance Code for the purpose of permitting off-street parking within a R-3, Two Family Residence District, located at 7855 Wayzata Boulevard for the legal description as follows, to -wit: That part of the Northwest Quarter of the Southwest Quarter of Section 5, Township 117, Range 21, described as follows: Commencing at a point 930 feet west of the northeast corner of the Northwest Quarter of the Southwest Quarter; thence West 88 feet; thence South along the center line of road 325 feet; thence East 85.6 feet; thence Northerly to beginning, subject to roads. 2. The City Council has considered the advice and recommendation of the Planning Commission (Case No. 88 -35 -SP) and the effect of the proposed off-street parking on the health, safety and welfare of the occupants of the surrounding lands, existing and anticipated traffic conditions, the effect on values of properties in the surrounding area, the effect of the use on the Comprehensive Plan, and compliance with the intent of the Zoning Ordinance. 3. The Council has determined that the proposed off-street parking will not be detrimental to the health, safety, or general welfare of the community nor will it cause serious traffic congestion nor hazards, nor will it seriously depreciate surrounding property values, and the proposed off-street parking is in harmony with the general purpose and intent of the Zoning Ordinance and the Comprehensive Plan. Conclusion The special permit to permit off-street parking at the location described is granted based on the findings set forth above and subject to the following conditions: 1. The site shall be developed, used and maintained in accordance with Exhibit A - Site Plan and Floor Plan for general purposes only (or in the alternative, Scheme B); and Exhibit B - Elevation Plan; subject to the following conditions: a. The net gross feet of office space shall not be more than 1,550 square feet excluding lunch room, restrooms, toilets, etc. - b. The parking lot shall be delineated by poured in place concrete curbing measuring six inches above and below grade. c. There shall be no signs on the site zoned R-3, and all other signs shall conform to the Sign Ordinance. d. All trees shall be a minimum of 21 the ground at the time of planting. e. Improvements on the R-3 portion of 1988, and the improvements on the by May 15, 1989.
