RESOLUTION NO. 88-51
A RESOLUTION APPROVING AN AMENDMENT TO THE COMPREHENSIVE
PLAN 1980 TO THE YEAR 2000 FOR THE CITY OF ST. LOUIS PARK
UNDER MINNESOTA STATUTES 462.351 TO 462.364
Vacant Property South of the Burlington Northern Railroad
Between Highway 100 and the St. Louis Park/Minneapolis Municipal Line
WHEREAS, the Comprehensive Plan 1980-2000 was adopted by the City Council
on March 5, 1984, and provides the following:
1. An official statement serving as the basic guide in making land use,
transportation and community facilities and service decisions affecting the
City.
2. A framework for policies and actions leading to the improvement of the
physical, financial, and social environment of the City, thereby providing a
good place to live and work and a setting conducive for new development.
3. A promotion of the public interest in establishing a more functional, healthful,
interesting, and efficient community by serving the interests of the
community at large rather than the interests of individual or special groups
within the community if their interests are at variance with the public
interest.
4. An effective framework for direction and coordination of activities affecting
the development and preservation of the community.
5. Treatment of the entire community as one eco -system and to inject long-
range considerations into determinations affecting short-range action, and
WHEREAS, the use of such Comprehensive Plan will insure a safer, more pleasant,
and more economical environment for residential, commercial, industrial, and public
activities and will promote the public health, safety, and general welfare, and
WHEREAS, said Plan will prepare the community for anticipated desirable change,
thereby bringing about significant savings in both private and public expenditures, and
WHEREAS, the Comprehensive Plan has taken due cognizance of the planning
activities of adjacent units of government, and
WHEREAS, the Comprehensive Plan 1980-2000 is to be periodically reviewed by
the Planning Commission of the City of St. Louis Park and amendments made, if
justified according to procedures, rules, and laws, and provided such amendments
would provide a positive result and are consistent with other provisions in the
Comprehensive Plan, and
WHEREAS, the Planning Commission of the City of St. Louis Park adopted an
amendment to the Comprehensive Plan 1980-2000 on April 20, 1988, based on statutes,
the Metropolitan System Statement, extensive research and analyses involving the
interests of citizens and public agencies;
NOW THEREFORE BF. IT RESOLVED by the City Council of St. Louis Park that
the Comprehensive Plan 1980-2000, as previously adopted by the Planning Commission
and City Council, is hereby amended as follows:
1. The vacant area containing about 20 acres owned by the Burlington
Northern Railroad and located on the south side of the main line
of the Burlington Northern Railroad extending from Highway 100
to the City's east municipal boundary line; and the vacant parcel
owned by Minnesota Department of Transportation and located on
the east side of the Highway 100 frontage road shall be changed
from residential, medium density to residential, low density; and
2. Page 17-15, section titled Lake Forest, shall be amended by deleting
the following from the first paragraph: "except that medium density
residential, allowing up to eleven units per acre, is proposed on
the railroad property along the north edge of the neighborhood and
for a small vacant area at the corner of Highway 100 and the
Burlington Northern Railroad. The railroad property, the former
classification yard of the Burlington Northern, should be developed
with townhouse or cluster housing under the R-3 or PUD zoning
provisions."
3. Page 17-15, section titled Lake Forest, shall be further amended by adding
the following sentence at the end of the second Paragraph: "Other access
points could be considered."
