LOUIS PARK ORDINANCE CODE RELATING TO ZONING TO ALLOW AN OUTDOOR ELECTRONIC DISPLAY SYSTEM AT DRIVE-IN BANK LOCATED IN THE B-2, BUSINESS DISTRICT, AT 4201-4209 MINNETONKA BOULEVARD FINDINGS WHEREAS, Citizens State Bank has made application to the City Council for a special permit under Section 14-156(11) of the St. Louis Park Ordinance Code to allow an outdoor electronic display system at drive-in bank at 4201-4209 Minnetonka Boulevard within a B- 2, Business District having the following legal description: Lots 1, 2 & 3, Block 1, Manhattan Park WHEREAS, the City Council has considered the advice and recommendation of the Planning Commission (Case No. 78 -42 -SP and 88 -106 -SP) and the effect of the proposed outdoor electronic display system on the health, safety, and welfare of the occupants of the surrounding lands, existing and anticipated traffic conditions, the effect on values of properties in the surrounding area and the effect of the use on the Comprehensive Plan; and WHEREAS, a special permit was issued regarding the subject property pursuant to Resolution No. 6269 of the St. Louis Park City Council dated May 21, 1979 which contained conditions applicable to said property; and WHEREAS, due to changed circumstances, amendments to those conditions are now necessary, requiring the amendment of that special permit; and WHEREAS, it is the intent of this resolution to continue and restate the conditions of the permit granted by Resolution No. 6269 to add the amendments now required, and to consolidate all conditions applicable to the subject property in this resolution; CONCLUSION NOW THEREFORE BE IT RESOLVED that Resolution No. 6269 is hereby- rescinded and replaced by this resolution which continues and amends a special permit to the subject property for the purposes of permitting outdoor electronic sign within the B-2, Business District District at the location described above based on the following conditions: 1. The site be developed, used, and maintained in accordance with Exhibit A, Site Plan; Exhibit B, Landscape Plan; and Exhibit C, Elevation Plan, except as modified by the Planning Department on April 13, 1979. 2. That all building, parking, striping, sidewalk, landscaping, and other elements shown on the identified exhibits le completed by October 15, 1980. 3. That the frontage road on the north side of Trunk Highway 7 be extended • between Inglewood and Joppa and that the intersection of Inglewood and Trunk Highway 5 be closed on the north side of Trunk Highway 7. 4. That there be only one free standing sign on the property and that such sign shall be no more than 15 feet high nor shall it contain more than a total of 100 square feet counting all sides. 5. There shall be no billboards, rooftop signs or similar signs on the property. 6. An electronic reader board sign is permitted on the west side of the drive -up canopy in accordance with Exhibit D, Sign Location. apted by the City Council December 19, 1988 ATTEST: Reviewed for administration: City Manager or Approved as to form and execution:
