HomeMy WebLinkAbout87-89 - ADMIN Resolution - City Council - 1987/07/20F RESOLUTION NO. 87-89 A RESOLUTION RESCINDING RESOLUTION NO. 7213 ADOPTED ON SEPTEMBER 7, 1982, AND GRANTING SPECIAL (CONDITIONAL USE) PERMIT UNDER SECTIONS 14-113(7) AND 14-124.2(a) OF THE ST. LOUIS PARK ORDINANCE CODE RELATING TO ZONING TO ALLOW THE PLACEMENT OF APPROXIMATELY 4,000 CUBIC YARDS OF FILL ON THE PROPERTY AND TO PERMIT THE ADOPTION OF A SIGN POLICY FOR PROPERTY LOCATED IN THE DDD, DIVERSIFIED DEVELOPMENT DISTRICT, AT 1625 ZARTHAN AVENUE SOUTH FINDINGS WHEREAS, Honeywell, Inc. has made application to the City Council for a special permit under Sections 14-113(7) and 14-124.2(a) of the St. Louis Park Ordinance Code to allow the placement of approximately 4,000 cubic yards of fill on the property and to permit the adoption of a sign policy at 1625 Zarthan Avenue South within a DDD, Diversified Development District, having the following legal description: That part of Government Lot 8 lying northeasterly of Cedar Lake Road except roads, Section 4, Township 117, Range 21; and that part of Government Lot 1 lying north of the centerline of Old County Road No. 16 except roads, Section 9, Township 117, Range 21 in Hennepin County, Minnesota WHEREAS, the City Council has considered the advice and recommendation of the Planning Commission (Case Nos. 82 -49 -SP and 87 -37 -SP) and the effect of the proposed placement of fill and adoption of a sign policy on the health, safety, and welfare of the occupants of the surrounding lands, existing and anticipated traffic conditions, the effect on values of properties in the surrounding area and the effect of the use on the Comprehensive Plan; and WHEREAS, a special permit was issued regarding the subject •property pursuant to Resolution No. 7213 of the St. Louis Park City Council dated September 7, 1982 which contained conditions applicable to said property; and WHEREAS, due to changed circumstances, amendments to those conditions are now necessary, requiring the amendment of that special permit; and WHEREAS, it is the intent of this resolution to continue and restate the conditions of the permit granted by Resolution No. 7213 to add the amendments now required, and to consolidate all conditions applicable to the subject property in this resolution; CONCLUSION NOW THEREFORE BE IT RESOLVED that Resolution No. 7213 (Document not filed) is hereby rescinded and replaced by this resolution which continues and amends a special permit to the subject property for the purposes of permitting the placement of fill on the property and the adoption of a sign policy within the DDD, Diversified Development District at the location described above based on the following conditions: 1. The site shall be developed, used and maintained in accordance with Exhibit A - Plot Plan. 2. A landscaping plan for the berm shall be developed in consultation with City staff and approval sought by May 15, 1986. 3. Measures to minimize erosion of the berm shall be taken as long as the berm is unvegetated. Hay bales or filter material shall be located so that material washing off the berm will be contained. 4. Placement of fill, grading and seeding shall be completed by June 1, 1983. 5. Signage on the property is hereby permitted in accordance with the following Sign Policy: a. Sign Type 1 - Free Standing Identification Devices Said property shall be allowed a maximum total of 4 free-standing identification signs limited to a maximum' square footage of 300 square feet per sign. All sign Type 1 units shall follow specifications set forth in the Corporate ID manual and approved by the Honeywell Corporate ID office, Minneapolis, MN. The placement of these 4 signs on the property shall be at least 20 feet from any right of way line defined either by easement, dedication or purchase. One Type 1 sign may be allowed for each street frontage on the property. The maximum height of a free standing identification device shall not exceed 25 feet for a pylon sign or 15 feet for a ground mounted sign. b. Sign Type 2 - Honeywell Identification Devices Attached to Building Said property shall be allowed one identification device attached to the wall for each entry lobby with a maximum of 4 each. Signs to be limited to a maximum of 200 sq. ft. Signage to consist of individual letters in Logo style attached to existing building. c. Sign Type 3 - Driveway Directional Signage Said property shall be allowed driveway entrance signs limited to two signs per driveway. These signs may include the word Honeywell with a maximum letter height of 6 inches, but no more than the height of the directional copy, provided such identification on said signs is consistent with the City's approved sign ordinance and the provisions of the Diversified Development District. Sign Type 3 with a setback of less than 20' from property line shall be limited to an 8 sq. ft. area and a maximum height of 42 inches. op d. Sign Type 4 - Interior Parking Lot Safety/Code/Directional Signs Interior parking lots on said site shall be allowed traffic control, safety and code related signage as needed to create a safe mobil environment. Each sign to be limited to a maximum of 8 sq. ft. with attached lettering and graphics following standards set forth by the Minnesota and Federal Departments of Transportation.
