A RESOLUTION GRANTING SPECIAL (CONDITIONAL USE) PERMIT UNDER
SECTIONS 14-124.101 AND 14-123.100 OF THE ST. LOUIS PARK ORDINANCE
CODE RELATING TO ZONING TO PERMIT THE CONSTRUCTION OF A WELL
HOUSE BUILDING FOR PROPERTY ZONED 1-1, INDUSTRIAL DISTRICT, AND F-2,
FLOODPLAIN DISTRICT LOCATED AT 7150 WEST LAKE STREET
BE IT RESOLVED BY the City Council of the City of St. Louis Park:
Findings
1. The City of St. Louis Park (Reilly Tar and Chemical Corporation) has made
application to the City Council for a special permit under Sections 14-124.101 and 14-
123.100 of the St. Louis Park Ordinance Code for the purpose of constructing a well
house building within an I-1, Industrial District, and F-2, Floodplain District, located at
7150 West Lake Street for the legal description as follows, to -wit:
Lots 11 and 12, Block 163, Rearrangement of St. Louis Park Addition
2. The City Council has considered the advice and recommendation of the Planning
Commission (Case No. 87 -46 -SP) and the effect of the proposed well house building on
the health, safety and welfare of the occupants of the surrounding lands, existing and
anticipated traffic conditions, the effect on values of properties in the surrounding area,
the effect of the use on the Comprehensive Plan, and compliance with the intent of the
Zoning Ordinance.
3. The Council has determined that the proposed well house building will not be
detrimental to the health, safety, or general welfare of the community nor will it cause
serious traffic congestion nor hazards, nor will it seriously depreciate surrounding property
values, and the proposed well house building is in harmony with the general purpose and
intent of the Zoning Ordinance and the Comprehensive Plan.
Conclusion
The special permit to permit a well house building at the location described is granted
based on the findings set forth above and subject to the following conditions:
1. The site shall be developed, used and maintained in accordance with Exhibit A - Site
Plan for well locations; Exhibit B - Planting Plan; Exhibit D - Drift-Platterville Source
Controls Well Building as modified to show the electrical meter in the interior of
the building; and Exhibit E - Elevation as modified to show the electrical conduit
and meter in the interior of the building.
2. All improvements including landscaping shall be completed by May 15, 1988.
