LOUIS PARK ORDINANCE CODE RELATING TO ZONING TO PERMIT TWO WELL HOUSE BUILDINGS FOR PROPERTY ZONED PUD, PLANNED UNIT DEVELOPMENT DISTRICT, AND F-2, FLOODPLAIN DISTRICT, LOCATED ON THE WEST SIDE OF LOUISIANA AVENUE NORTH OF WALKER STREET BE IT RESOLVED BY the City Council of the City of St. Louis Park: Findings 1. The Housing and Redevelopment Authority of St. Louis Park (Reilly Tar and Chemical Corporation) has made application to the City Council for a special permit under Sections 14-124.101 and 14-123.100 of the St. Louis Park Ordinance Code for the purpose of constructing two well house buildings within a PUD, Planned Unit Development District and F-2, Floodplain District, located on the west side of Louisiana Avenue north of Walker Street for the legal description as follows, to -wit: Portion of Lot 1, Block 5, Oak Park Village 2. The City Council has considered the advice and recommendation of the Planning Commission (Case No. 87 -46 -SP) and the effect of the proposed well house buildings on the health, safety and welfare of the occupants of the surrounding lands, existing and anticipated traffic conditions, the effect on values of properties in the surrounding area, the effect of the use on the Comprehensive Plan, and compliance with the intent of the Zoning Ordinance. 3. The Council has determined that the proposed well house buildings will not be detrimental to the health, safety, or general welfare of the community nor will it cause serious traffic congestion nor hazards, nor will they seriously depreciate surrounding property values, and the proposed well house buildings are in harmony with the general purpose and intent of the Zoning Ordinance and the Comprehensive Plan. Conclusion The special permit to permit the construction of two well house buildings at the location described is granted based on the findings set forth above and subject to the following conditions: 1. That the sites, each measuring approximately 12 feet by 12 feet, be developed, used and maintained for two well houses in accordance with Exhibit A - Site Plan; Exhibit B - Planting Plan; and Exhibit C - Elevation, modified to show the electrical conduit and meter inside the building; subject to the following: a. All utilities servicing the structures shall be placed underground. b. No outdoor storage of any hazardous or non -hazardous materials is allowed. c. The exterior of the well house buildings shall be brick with footings designed to accommodate additional brick or masonry exteriors to obtain a match with the buildings proposed elsewhere on the property. d.t The well house buildings shall be insulated to reduce the impact of noise on the residential neighborhood. e.
