RESOLUTION NO. 87-71
A RESOLUTION GRANTING SPECIAL (CONDITIONAL USE) PERMIT UNDER
SECTION 14-171(6)(z) OF THE ST. LOUIS PARK ORDINANCE CODE RELATING
TO ZONING TO PERMIT THE CONSTRUCTION OF A FACILITY FOR THE OUTSIDE
STORAGE OF SAND FOR PROPERTY ZONED I-1, INDUSTRIAL DISTRICT
LOCATED AT 7000 OXFORD STREET
BE IT RESOLVED BY the City Council of the City of St. Louis Park:
Findings
1. M. L. Baratz (A-ABCO Sandblasting) has made application to the City Council for
a special permit under Section 14-171(6)(z) of the St. Louis Park Ordinance Code for the
purpose of constructing a facility for the outside storage of sand within an I-1, Industrial
District, located at 7000 Oxford Street for the legal description as follows, to -wit:
That part of Tract A, Registered Land Survey No. 829, Files of Registrar of
Titles, County of Hennepin, lying Southwesterly of the Northeasterly 570 feet
thereof.
Subject to a railway right-of-way easement over a strip of land 40 feet wide
through that portion of said premises which was formerly known as Lots 6, 7, 8
and 14, St. Louis Park Suburbs, more particularly described by the records found
in Book 75 of Miscellaneous Records, page 255 and Book 506 of Deeds, page 565,
all as shown by plat on file herein of which a certified copy shall be filed with
the Registrar of Titles (Torrens Certificate # 633330)
2. The City Council has considered the advice and recommendation of the Planning
Commission (Case No. 87 -41 -SP) and the effect of the proposed facility for the outside
storage of sand on the health, safety and welfare of the occupants of the surrounding
lands, existing and anticipated traffic conditions, the effect on values of properties in
the surrounding area, the effect of the use on the Comprehensive Plan, and compliance
with the intent of the Zoning Ordinance.
3. The Council has determined that the proposed facility for the outside storage of
sand will not be detrimental to the health, safety, or general welfare .of -the-om-iiunity
nor will it cause serious traffic congestion nor hazards, nor will it seriously depreciate
surrounding property values, and the proposed facility for the outside storage of sand is
in harmony with the general purpose and intent of the Zoning Ordinance and the
Comprehensive Plan.
Conclusion
The special permit to permit the construction of a facility for the outside storage of sand
at the location described is granted based on the findings set forth above and subject to
the following conditions:
1. The sand storage tank shall be located according to Exhibit A - Site Plan and Exhibit
B - Elevation.

2. The applicant shall submit a plan for landscaped screening of the tank from Oxford
Street for staff approval prior to obtaining a construction permit.
3. All improvements shall be completed by October 15, 1987.
