RESOLUTION NO. 87-63
A RESOLUTION RESCINDING RESOLUTION NO. 86-76 ADOPTED ON
JUNE 16, 1986, AND GRANTING SPECIAL (CONDITIONAL USE) PERMIT
UNDER SECTIONS 14-123.100 AND 14-171(6)(z) OF THE ST. LOUIS PARK
ORDINANCE CODE RELATING TO ZONING TO ALLOW THE EXPANSION
OF A MANUFACTURING AND WAREHOUSE FACILITY FOR PROPERTY
ZONED I-1, INDUSTRIAL DISTRICT, AND F-2, FLOODPLAIN DISTRICT,
AT 7115 WEST LAKE STREET
FINDINGS
WHEREAS, Cardinal IG (Almor Corporation and Adelyn Luther) has made application
to the City Council for a special permit under Sections 14-123.100 and 14-171(6)(z) of the
St. Louis Park Ordinance Code to allow the expansion of a manufacturing and warehouse
facility at 7115 West Lake Street within an I-1, Industrial District, and F-2, Floodplain
District, having the following legal description:
Those parts of Lots 2 through 10 and 22 through 33, Block 162,
Rearrangement of St. Louis Park, described as follows:
Beginning at a point on the northerly line of said Lot 26 therein distant
50 feet easterly from the most westerly corner of said Lot 26; thence
Easterly, along the northerly line of said Lots 26, 3 and 2, a distance
of 415.58 feet to an intersection with a line drawn 10 feet westerly
of, measured at a right angle to and parallel with the easterly line of
said Lot 2; thence Southeasterly, along said parallel line to an intersection
with the easterly extension of the southerly line of said Lot 10, thence
Westerly, along said extended line and the southerly line of Said Lots
10, 22 and 33 to its intersection with a line drawn 10 feet easterly of,
measured at a right angle to and parallel with Line A hereinafter
described; thence Northerly along said parallel line to its intersection
with a line drawn 10 feet northerly of, measured at a right angle to
and parallel with the southerly line of said Lot 33, thence Westerly,
along last said parallel line, to its intersection with said line A; thence
Northerly, along said Line A to the point of termination of said Line
A; thence Northerly, in a straight line, to a point in the southerly line
of said Lot 30 therein distant 59 feet easterly from the southwesterly
corner of said Lot 30; thence Westerly, along the southerly line of said
Lot 30 to a point distant 52.30 feet easterly from the southwesterly
corner of said Lot 30; thence Northerly, in a straight line, to a point in
the southerly line of said Lot 26 therein distant 26.95 feet easterly of

the most southerly corner of said Lot 26; thence Northerly in a straight
line, to the point of beginning.
Line A is described as: Beginning at a point in the northerly line of
Lot 35, Block 162, Rearrangement of St. Louis Park therein distant 61.00
feet easterly from the northwesterly corner of said Lot 35; thence
Northerly, in a straight line to a point on the northerly line of Lot 33,
said Block and Addition, therein distant 66.00 feet easterly from the
northwesterly corner of said Lot 33 and there terminating. (Abstract)
WHEREAS, the City Council has considered the advice and recommendation of the
Planning Commission (Case No. 86 -28 -SP and 87 -39 -SP) and the effect of the proposed
expansion of a manufacturing and warehouse facility on the health, safety, and welfare
of the occupants of the surrounding lands, existing and anticipated traffic conditions, the
effect on values of properties in the surrounding area and the effect of the use on the
Comprehensive Plan; and
WHEREAS, a special permit was issued regarding the subject property pursuant to
Resolution No. 86-76 of the St. Louis Park City Council dated June 16, 1986 which
contained conditions applicable to said property; and
WHEREAS, due to changed circumstances, amendments to those conditions are now
necessary, requiring the amendment of that special permit; and
WHEREAS, it is the intent of this resolution to continue and restate the conditions
of the permit granted by Resolution No. 86-76 to add the amendments now required, and
to consolidate all conditions applicable to the subject property in this resolution;
CONCLUSION
NOW THEREFORE BE IT RESOLVED that Resolution No. 86-76 (filed as Document
No. 5121643) is hereby rescinded and replaced by this resolution which continues and
amends a special permit to the subject property for the purposes of permitting expansion of
a manufacturing and warehouse facility within the 1-1, Industrial District, and F-2,
Floodplain District District at the location described above based on the following
conditions:
1. The site shall be developed, used and maintained in accordance with Exhibit A - Site
Plan and Exhibit B - Elevations, except as modified by the following conditions:
2. That a 15 -foot wide easement along the southerly property line be granted to the
City, prior to issuance of a building permit.
3. That .75 acre feet of compensating flood storage be found on the site or on another
site. Any off-site storage provided under this condition shall be for the sole benefit
of this property and shall be legally tied to this subject property in perpetuity.
4. The building addition approved by this special permit shall have a lowest floor elevation
not lower than 894.8 feet N.G.V.D. (184.5 City datum).
5. All improvements on the site shall be completed by May 15, 1987.
6. That Exhibit A - Site Plan is hereby modified by Exhibit C showing the location of
the argon gas tank; and Exhibit B - Elevations is modified by Exhibit D showing
elevation drawings of the argon gas tank; subject to the follwoing:
a. The argon gas tank shall be painted to match the color of the existing building,
and the screen fencing around the argon tank and the outside storage area shall
be covered with an opaque material which also matches the color of the building.

b. The applicant shall develop a landscaping plan for the southerly portion of the
property with the goal of achieving a dense visual screen between the subject
site and the property to the south. At a minimum, the landscape plan shall
include both deciduous overstory trees and a combination of coniferous and
deciduous understory vegetation. Berming along the south lot line should also
be considered.
c. The argon gas tank shall be adequately anchored to protect against floatation in
the event of a high water condition. In addition, any vents or openings on the
tank shall be located above the flood protection elevation of 183.7 City Datum.
d. Materials stored in the outside storage area shall be kept below the height of
the fence.
e. All improvements shall be completed by October 15, 1987.
