HomeMy WebLinkAbout87-6 - ADMIN Resolution - City Council - 1987/01/20r RESOLUTION NO. 87-6 RESOLUTION REQUESTING FORMAL REPRESENTATION AND FULL VOTING PRIVILIGES ON THE METROPOLITAN AIRCRAFT SOUND ABATEMENT COUNCIL (MASAC) WHEREAS, the Metropolitan Airports Commission (MAC) is authorized by State law to operate a system of regional airports that includes the Minneapolis -St. Paul International Airport; and WHEREAS, MAC is solely liable for any damage caused by noise generated in conjunction with the use of its facilities; and WHEREAS, MAC is required by State and Federal laws to control and mitigate noise associated with the operation of its airports; and WHEREAS, MAC has created the Metropolitan Aircraft Sound Abatement Council (MASAC) to develop, study and recommend noise abatement policies and procedures for use at MAC facilities; and WHEREAS, the City of St. Louis Park is experiencing an increase in the number, frequency, noise and timing of flights which has caused substantial community concern; and WHEREAS, the City of St. Louis Park has demonstrated a sustained interest in the MASAC process evidenced by its participation in MASAC meetings as an Associate member since October, 1985; and WHEREAS, the City of St. Louis Park desires to participate fully in the decision-making process of MASAC in the metropolitan noise abatement effort affecting metropolitan communities, NOW, THEREFORE, BE IT RESOLVED by the City of St. Louis Park that is requests a seat on the Metropolitan Aircraft Sound Abatement Council (MASAC) with full voting and membership rights and obligations in order that the City may participate fully in the decision-making process that allocates aircraft noise among metropolitan communities and proposes noise abatement policies and procedures for MAC facilities.
