HomeMy WebLinkAbout87-202 - ADMIN Resolution - City Council - 1987/12/07RESOLUTION NO. 87-202 RESOLUTION OF INTENT FOR IMPLEMENTING CITY WIDE RECYCLING PROGRAMS WHEREAS, the City of St. Louis Park is recognized as a leader in the area of developing solid waste recycling programs; and WHEREAS, the City of St. Louis Park is committed to accomplishing the source -separation goals established by Hennepin County; and WHEREAS, the City Council of the City of St. Louis Park adopted Resoltuion Number 87-140, on September 21, 1987, which established a recycling goal of 50% participation from all single-family homes, multiple -family dwel l ings and businesses by the year 1990; and WHEREAS, the City Council of the City of St. Louis Park recognizes the need for orderly development and implementation of a comprehensive, City wide recycling ordinance in order to obtain the recycling goal; and WHEREAS, the City Council wishes to make its intentions regarding recycling clear to all residents and businesses; NOW, THEREFORE, BE IT RESOLVED that the City of St. Louis Park hereby affirms its commitment to City wide recycling by adopting the following policies and directing staff to develop plans for implementing -each: RESIDENTIAL (includes single-family through four-plex homes). 1. Staff shall develop a fee structure for garbage col lection which provides an economic incentive for residents to recyc l e.- 2. 1-2. Council shall adopt an ordinance which prohibits disposing of grass and leaves into the regular refuse destined for landfills or incinerators. 3. Staff shall research, present findings and provide recommendations for consideration of weekly recycling collection. 4. Staff shall develop and implement an intensive and comprehensive promotion program concerning residential solid waste management including recycling. COMMERCIAL (includes al 1 other property uses other than single-family homes). 1. Staff shall convene a meeting inviting waste haulers, contract recyclers and all business operators in St. Louis Park for purposes of sponsoring an open forum for recycling solicitation to take place. 2. Staff shal 1 develop an ordinance which requires all businesses to recycle. 3. Staff shall investigate a development policy which requires new commercial developments to include recycling facilities, similar to those requirements for refuse.
