RESOLUTION NO. 8 7 1 86
A RESOLUTION APPROVING AN AMENDMENT TO THE COMPREHENSIVE
PLAN 1980 TO THE YEAR 2000 FOR THE CITY OF ST. LOUIS PARK
UNDER MINNESOTA STATUTES 462.351 TO 462.364
Edgewood/23rd Street/Florida
WHEREAS, the Comprehensive Plan 1980-2000 was adopted by the City Council
on March 5, 1984; and
WHEREAS, the Comprehensive Plan 1980-2000 provides the following:
1. An official statement serving as the basic guide in making land use,
transportation and community facilities and service decisions affecting the
City.
2. A framework for policies and actions leading to the improvement of the
physical, financial, and social environment of the City, thereby providing a
good place to live and work and a setting conducive for new development.
3. A promotion of the public interest in establishing a more functional, healthful,
interesting, and efficient community by serving the interests of the
community at large rather than the interests of individual or special groups
within the community if their interests are at variance with the public
interest.
4. An effective framework for direction and coordination of activities affecting
the development and preservation of the community.
5. Treatment of the entire community as one eco -system and to inject long-
range considerations into determinations affecting short-range action, and
WHEREAS, the use of such Comprehensive Plan will insure a safer, more pleasant,
and more economical environment for residential, commercial, industrial, and public
activities and will promote the public health, safety, and general welfare, and
WHEREAS, said Plan will prepare the community for anticipated desirable change,
thereby bringing about significant savings in both private and public expenditures, and
WHEREAS, the Comprehensive Plan has taken due cognizance of the planning
activities of adjacent units of government, and
WHEREAS, the Comprehensive Plan 1980-2000 is to be periodically reviewed by
the Planning Commission of the City of St. Louis Park and amendments made, if
justified according to procedures, rules, and laws, and provided such amendments
would provide a positive result and are consistent with other provisions in the
Comprehensive Plan, and
WHEREAS, the Planning Commission of the City of St. Louis Park adopted an
amendment to the Comprehensive Plan 1980-2000 on October 7, 1987, based on
statutes, the Metropolitan System Statement, extensive research, and analyses
involving the interests of citizens and public agencies;
NOW THEREFORE BE IT RESOLVED by the City Council of the City of St.
Louis Park that the "Comprehensive Plan 1980 to the Year 2000" as previously
adopted by the Planning Commission and City Council is hereby amended by amending
the text of Chapter 17 - P1An By Neighborhood by adding a footnote to the second
sentence of the section titled Elliot Neighborhood to read as follows:

Based on informational and neighborhood meetings held in July and August, 1987,
two conclusions were reached:
1) the southeast corner of Cedar Lake Road and Edgewood should be light
industrial and the zoning I-2
2) changing the present I-1 zoning to 1-2 was set aside in favor of leaving
the zoning as is and with the understanding the following are heavy industrial
uses or conditions which would not be allowed or considered appropriate
given the nature of the area and the abutting low density residential use:
1. The placement of billboards on the site for advertising
2. The manufacture, storage or use of acetylenes, chlorates, nitroglycerin,
TNT, fireworks, and similar materials which consist of more than 1,000
pounds, 55 gallons or 3,000 cubic feet if in the gaseous state.
3. Brewing or distilling liquors
4. Brick, pottery, tile or terracotta manufacturing
5. Children's amusement park
6. Concrete ready mix plant
7. Grain mill or grain elevator
ATTEST:
Subject to existing lawful non -conforming and special permit uses, builder's
or contractor's yard, rental yards and outdoor storage must be located at
least 400 feet from the residentially zoned area. In addition, lighting and
screening for these facilities and other industrial properties abutting single
family areas shall be accomplished to minimize any incompatibility or adverse
conditions.
