A RESOLUTION OF FINDINGS REGARDING A MINNESOTA DEPARTMENT OF TRANSPORTATION
PROPOSAL FOR THE MODIFICATION OF TRUNK HIGHWAY 7 AND MINNETONKA BOULEVARD
BETWEEN FRANCE AND LYNN AVENUES AS PROPOSED IN DESIGN LAYOUT 3A OF
MINNESOTA DEPARTMENT OF TRANSPORTATION PROJECT N0. S.P. 2707-08,
AND MODIFIED BY °FLAP A°
BE IT RESOLVED by the City of St. Louis Park:
FINDINGS
1. On October 5, 1987 the Minnesota Department of Transportation
presented a proposal for the modification of Trunk Highway 7 and Minnetonka
Boulevard between France and Lynn Avenues as modified by "Flap A" to Design
Layout 3A of Minnesota Department of Transportation Project No. S.P. 2707-08 to
the City Council.
2. During the course of the presentation the City Council received
testimony from the public and discussed the proposal.
3. Based upon all of the testimony and evidence presented, the City
Council makes the following findings:
a. The routing of eastbound,Trunk Highway 7 traffic northbound into
the Park Hill neighborhood at Inglewood Avenue, as proposed in
"Flap A" is detrimental to the neighborhood and is contrary to
previous findings of the City Council and Minnesota Department
of Transportation which supported the Inglewood Avenue closure
in 1979.
b. The elimination of eastbound Trunk Highway 7 traffic access
northbound into the Park Hill neighborhood at Glenhurst Avenue,
as proposed in Design Layout 3A, is detrimental to the neighbor-
hood as it may cause increased traffic volumes along Joppa
and/or Inglewood Avenues and eliminate direct access to west-
bound Minnetonka Boulevard.
c. The overall reduction in coordinated access from eastbound Trunk
Highway 7 northbound into the Park Hill neighborhood results in
greater traffic volumes on France Avenue, a roadway whose
geometric design promotes traffic conflict at its intersection
with Sunset Boulevard.
THEREFORE, BE IT FURTHER RESOLVED that the Minnesota Department of
Transportation proposal for the modification of Trunk Highway 7 and Minnetonka
Boulevard between France and Lynn Avenues as proposed in Layout Design 3A for
Project No. S.P. 2707-08 and modified by "Flap A" is rejected based upon the
findings set forth above.
