HomeMy WebLinkAbout87-154 - ADMIN Resolution - City Council - 1987/09/21Jef4A(21t4 RESOLUTION NO. 87-154 RESOLUTION ADOPTING PLAN FOR 3.8 ACRE PARCEL AT FLAG AVENUE AND COUNTY ROAD 18 WHEREAS, the City Council of St. Louis Park has received notice from Hennepin County regarding the County's interest in selling residual property described below; That part of the Northwest Quarter of- the Southwest Quarter, Section 18, Township 117, Range 21, Hennepin County, Minnesota, described as follows: Commencing at the northwest corner of the Southwest Quarter of said Section 18; thence on an assumed bearing of South 89 degrees 59 minutes 26 seconds East along the north line of said Southwest Quarter a distance of 585.18 feet to the point of beginning of the land to be described; thence South 37 degrees 26 minutes 02 seconds East, 85.32 feet; thence South 30 degrees 58 minutes 46 seconds East, 99.05 feet; thence southeasterly 189.44 feet along a tangential curve, concave to the northeast, having a radius of 1010.41 feet and a central angle of 10 degrees 44 minutes 33 seconds; thence South 41 degrees 43 minutes 19 seconds East, tangent to said curve, 162.51 feet; thence South 36 degrees 46 minutes 18 seconds East, 289.02 feet to the southerly extension of the west line of Flag Avenue, as dedicated in MINNEHAHA GABLES 2ND ADDITION; thence northerly along the southerly extension of said west line to the north line of said Southwest Quarter, thence North 89 degrees 59 minutes 26 seconds West along said north line to the point of beginning. Subject to an easement, 20.00 feet in width, for drainage purposes across that part of the above described tract of land lying 10.00 feet on each side of the following described center line: Beginning at a point on the southwesterly line of the above described tract of land distant 275.37 feet southeasterly, as measured along said southwesterly line, from the northwesterly corner of said tract of land; thence North 72 degrees 30 minutes East, 40.00 feet and said center line there terminating. The side lines of maid jasement_exxt.end _from the southwesterly line of the above described tract of land to a line which is perpendicular to the above described center line at its point of termination; AND WHEREAS, on February 17, 1987, the City Council passed Resolution No. 87-16 initiating a study of the subject property; AND WHEREAS, the City has completed said study referred to as "Development Study of Triangular 3.8 Acre County Property at County Road 18 and Flag Avenue South"; AND WHEREAS, the City Council has determined there is a City public need for a portion of this property; NOW THEREFORE BE IT RESOLVED that the City Council, in recognition of public need for a portion of the 3.8 acre publicly owned parcel and to provide land use controls as allowed by State statute and to implement City goals and objectives, hereby adopts this Plan titled, "Plan for 3.8 Acres on Flag Avenue," as described below: PLAN FOR 3.8 ACRES ON FLAG AVENUE The Plan establishes and regulates development of the site for seven single family lots located on a 50 -foot wide platted cul-de- sac, a .7 acre mini park for drainage and open space located along the south and southwest sides of the site, and a 30 foot wide boulevard reserve strip (park and open space) along the west side of Flag Avenue. The single family houses shall have a minimum of 2,000 square feet of livable floor space and a minimum market value when constructed of $125,000 including the land. No private driveways are permitted on Flag Avenue. The subdivider shall be required to plat the property, dedicate the street, park and boulevard reserve, and place protective covenants on the property consistent with this adopted plan relative to unit size and market value. As required by the subdivision ordinance, the subdivider shall also be responsible for installation of all public improvements including street, grading, sanitary sewer, storm sewer, wate, street paving, curb and gutter, boulevard sod, street trees and decorative street lighting. BE IT FURTHER RESOLVED that approval hereby includes approval of this plan as a sketch plat under Section 13-303(1) of the Subdivision Ordinance; and the City Clerk is instructed to record certified copies of this resolution in the Office of the Hennepin County Register of Deeds or Registrar of Titles as the case may be.
