HomeMy WebLinkAbout87-151 - ADMIN Resolution - City Council - 1987/09/21RESOLUTION NO. 87-151 RESOLUTION DEALING WITH CITY POLICY ON APPOINTMENTS TO BOARDS AND COMMISSIONS AND RESCINDING RESOLUTION NO. 6524 WHEREAS, in order to provide all citizens with the opportunity to participate in the affairs of the community, the City Council has established boards and commissions to advise it on subjects of interest to the community; and WHEREAS, the City Council wishes to make all commissions representative of the total community and appoint members who are actively interested in the goals of the commission; and WHEREAS, selection by interviews of interested applicants will better help provide this representation; and WHEREAS, in order to ensure that advisory boards and commissions are not hampered in their ability to advise the Council on matters of importance to the community by poor attendance by member, minimum attendance requirements are deemed necessary, BE IT RESOLVED by the City Council of the City of St. Louis Park that the following policies shall govern advisory boards and commissions: 1. The City Council shall establish a committee consisting of the Mayor and two At -large members of the Council to act as the Council committee to periodically interview interested citizens. The interview and a review • of the citizen's background and experience will be used to develop a list of candidates available for appointment to boards and commissions. In conducting these interviews, Council shall be informed in advance of the interviews. Any member of the Council may attend and vote. When a vacancy occurs on a board or commission, the committee shall notify the Council a week in advance of the name of the person they intend to nominate for appointment to the board/commission. 2. The committee shall use the following criteria, but not to be considered all inclusive, in making appointments to boards and commissions: geographic distribution, background training and skills, experience, availability to serve on the board/commission and whether or not the appointee meets the special needs of the board/commission to which they are being appointed. 3. Members of all boards and commissions shall attend no less than 60 percent of all regular meetings each year. Attendance records for all boards and commissions shall be reviewed by the City Council annually and any regular member not meeting this minimum requirement shall have their appointment terminated. If any member is unable to attend a scheduled meeting, the absence will be noted as excused if either the board or commission chairman or the secretary is contacted no later than 4:00 p.m. the day of the meeting. Any meeting from which a member has been excused will not be counted when the percentage of meetings attended is computed. 4. Effective with the adoption of this resolution, no member of any board of commission shall serve more than two terms as chairman of that particular board or commission provided, however, that all current chairmen are to be considered in their first term, and any person elected to fill an unexpired term of six months or less shall be eligible for two full additional terms. All elections for chairmen shall be conducted annually. Be it further resolved that Resolution No. 6524, adopted March 31, 1975, is hereby rescinded.
