HomeMy WebLinkAbout87-150 - ADMIN Resolution - City Council - 1987/09/21RESOLUTION NO. 87-150 RESOLUTION ESTABLISHING POLICIES FOR THE GOVERNING OF PROCEEDINGS OF THE CITY COUNCIL IN ACCORDANCE WITH THE ST. LOUIS PARK ORDINANCE CODE AND RESCINDING RESOLUTION NO. 3810 WHEREAS. the St. Louis Park ordinance code sets forth rules governing proceedings of the City Council; and WHEREAS, the City Council, in order to permit a more efficient and effective conduct of the business coming before it, wishes to emphasize and clarify certain rules, NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of St. Louis Park that as a matter of policy and the application of said rules, the following shall govern the proceedings of said Council at all of its meetings: 1. All persons addressing the Council and all Councilmembers shall limit their address on specific agenda items to five minutes) except at public hearings when the limit shall be ten minutes unless further time is granted by the presiding officer; 2. Members of the Council shall not continue debate or discussion of any item after the vote on said item has been made unless a member can demonstrate that the member was not given the opportunity to do so prior to the vote; 3. Any item which is not on the formal Council agenda may be discussed only with unanimous consent of the Council and shall not be discussed if any one member of the Council voices objection to the consideration of such an item; In all cases where resolution or a complicated and lengthy motion is not stated on the agenda, members of the Council shall furnish a copy of same in writing to the secretary of the Council at the time the item is introduced whenever possible in advance of that time to other members of the Council; 5. Members of the Council shall submit directly to the City Manager requests for service, reports of complaints and other items of special interest to only that Councilmember and shall not raise such items for general discussion at a Council meeting; 6. Council meetings shall be held on the first and third Mondays of each month to conduct the regular business of the City. Be it further resolved that all rules set forth in the ordinance code governing proceedings of the City Council remain in full force and effect and are no way diminished by this resolution and that Resolution 3810 adopted August 11, 1969 is hereby rescinded.
