RESOLUTION ESTABLISHING A POLICY TO REGULATE THE
USE OF PUBLIC BUILDINGS OWNED BY THE CITY OF ST. LOUIS PARK
AND RESCINDING RESOLUTION 5114
WHEREAS, the utilization of meeting rooms and City facilities is increasing;
and
WHEREAS, the City Council recognizes that a policy is necessary to regulate
those activities which are held in City facilities,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of St. Louis
Park as follows:
1. The use of designated City facilities shall remain available to any duly
organized non-profit civic or religious organization, group or individual(s);
2. Priority will be given to civic oriented groups whose membership is composed
mainly of St. Louis Park residents. Priority for the use of these facilities
shall be on the following basis:
a. Municipally -oriented groups such as advisory boards or commissions,
neighborhood meetings sponsored by the City Council, employee training
programs, civil defense, municipal and metropolitan government group meetings,
etc
b. Regularly constituted civic groups of a service character and community
education activities;
c. Semi -private or public meetings
3. The purpose of the sponsoring organizations, groups or individual program
shall be accurately described when a reservation is requested. Any advertising
or publicity shall clearly state the purpose of the program.
4. Groups requesting use of municipal building facilities shall be handled
insofar as possible on a first come -first serve basis.
5. No group may use any municipal building facility more than once a month
on a regular basis except with the consent of the City Manager;
6. Any organization, group or individual utilizing any municipal building
shall exercise good judgment and propriety;
7. No room shall be used for commercial enterprise or for private ceremonies.
8. The City assumes no liability for loss, damage, injury or illness incurred
by users of the facility;
9. The use of intoxicating liquors and non -intoxicating malt beverages is
prohibited;
10. Failure to comply with policies and rules established by the City regulating
the use of public facilities will be cause for the forfeiture of future
use privileges;
11. No group or individual(s) shall be discriminated against with respect
to the use of City facilities because of race, color, creed, religion,
national origin, gender, marital status, familial status, age, or status
with regard to public assistance or disability;
12. The City Manager is hereby authorized to schedule and control the use
of all City facilities in accordance with these general policies, including
rental charges to help defray operational expenses for non-governmental
use.
Be it further resolved that all provisions of Resolution No. 5114, adopted
on August 19, 1974, are incorporated herein and reaffirmed; and that Resolution
No. 5114 is hereby rescinded.
