RESOLUTION NO. 87-120
RESOLUTION DEALING WITH CITY COUNCIL POLICY
AS IT RELATES TO TRAFFIC CONTROL ITEMS
WHEREAS, the City Council in order to most fully utilize personnel talent
and its own opportunity for leadership deems it to the best
interest of the City to delegate to the City Manager and staff
certain administrative matters not involving City policy; and
whenever matters are delegated to the City Manager and/or staff,
action taken pursuant to such delegation shall be taken in keeping
with generally accepted administrative prudence and ethics; and
WHEREAS, the purpose of delegating clearly is to reduce duplicated effort
to more efficiently use the total talent and effort available to
city government.
WHEREAS,
NOW, THEREFORE, BE IT RESOLVED, that the City Manager, in exercising chief
administrative authority, may, without Council approval, approve control _,
items as long as following procedure is followed:
1. Always respond to written citizen requests for additional control devices
or zones. The response shall be a staff study on the merits. At completion
of the study, staff shall meet with the affected property owners and
inform members of City Council of such meeting;
2. Bring for consent agenda action those proposed controls justified by
warrant criteria where such criteria apply;
3. Bring for consent agenda action those traffic controls which meet
established engineering criteria such as
a. street width
b. traffic volume
c. visibility impairments where specific wards do not apply
4. Bring to the general agenda those proposed controls which fail to qualify
for the consent agenda under the criteria established in 2 and/or 3 above.
