HomeMy WebLinkAbout87-119 - ADMIN Resolution - City Council - 1987/09/08RESOLUTION NO. 87-119 RESOLUTION DEALING WITH CITY COUNCIL POLICY AS IT RELATES TO PURCHASING WHEREAS, The City Council in order to most fully utilize personnel talent and it own opportunity for leadership deems it to the best interest of the City to delegate to the City Manager and staff certain administrative matters not involving City policy; and WHEREAS, delegation to the City Manager and staff shall be in terms of expected results and in terms of limits or constraints on administrative prudence and ethics; and WHEREAS, the purpose of delegating clearly is to reduce duplicated effort to more efficiently use the total talent and effort available to city government, NOW, THEREFORE, BE IT RESOLVED, that the City Manager, in exercising chief administrative authority, may, without Council approval, approve all purchase orders provided that in doing so the City Manager: 1. Shall not make any purchases that exceed $15,000 without formal bids from at least three vendors; 2. Shall not make any purchases exceeding $5,000 without written confirmation of price from at least two vendors; 3. Shall not accept any but the lowest responsible bid except when a compelling case can be made for the merits of a contrary choice; 4. Shall not make any purchases that do not follow mandates or guidelines as prescribed by state statute; 5. Shall not make any purchases outside of budget appropriations and guidelines.
