RESOLUTION NO. 86_77
A RESOLUTION GRANTING SPECIAL (CONDITIONAL USE) PERMIT UNDER
SECTION 14-171(6Xz) AND 14-123.100(2) OF THE ST. LOUIS PARK ORDINANCE
CODE RELATING TO ZONING TO PERMIT AN OPEN STORAGE YARD FOR
'PROPERTY ZONED I-1, INDUSTRIAL DISTRICT, AND F-2, FLOODPLAIN
DISTRICT, LOCATED AT 6950 OXFORD STREET
BE IT RESOLVED BY the City Council of the City of St. Louis Park:
Findings
1. J & F Reddy Rents Inc. (Jack E. Fitzgerald) has made application to the City
Council for a special permit under Section 14-171(6Xz) and 14-123.100(2) of the St. Louis
Park Ordinance Code for the purpose of a open storage yard within an I-1, Industrial
District, and F-2, Floodplain District located at 6950 Oxford Street for the legal description
as follows, to -wit:
Lot 2, Block 1, "Ottterlei Addition" (Torrens Certificate No. 648137)
2. The City Council has considered the advice and recommendation of the Planning
Commission (Case No. 83 -76 -SP) and the effect of the proposed open storage yard on the
health, safety and welfare of the occupants of the surrounding lands, existing and
anticipated traffic conditions, the effect on values of properties in the surrounding area,
the effect of the use on the Comprehensive Plan, and compliance with the intent of the
Zoning Ordinance.
3. The Council has determined that the open storage yard will not be detrimental to
the health, safety, or general welfare of the community nor will it cause serious traffic
congestion nor hazards, nor will it seriously depreciate surrounding property values, and
the proposed open storage yard is in harmony with the general purpose and intent of the
Zoning Ordinance and the Comprehensive Plan.
Conclusion
The special permit to permit an open storage yard at the location described is granted
based on the findings set forth above and subject to the following conditions:
1. The site shall be developed, used and maintained in accordance with Exhibit A
- Proposed Contours, and Exhibit B - Chain Link Elevation.
2. The driveway shall be surfaced with bituminous, or equivalent material, from the curb
'on Oxford Street to the fence and shall be constructed in accordance with City
specifications.
3. Items to be stored on the site which exceed 6 feet in height shall be restricted to
the westerly half of the property.
4. The setback area along Louisiana Avenue shall be landscaped according to Exhibit A
with the following additions:
a. All trees to be planted shall have a minimum diameter of 2 -I inches.
b. At least three street trees shall be planted in the boulevard along Louisiana
Avenue. The species planted shall be acceptable to the Planning Director.
5. No lights shall be more than 20 feet above the ground and all light rays shall be
directed perpendicularly to the ground.
6. All improvements shall be completed by October 15, 1986.
