HomeMy WebLinkAbout86-58 - ADMIN Resolution - City Council - 1986/05/05RESOLUTION NO.8 6 - 58 RESOLUTION ESTABLISHING A SPECIAL ASSESSMENT POLICY FOR TRAFFIC SIGNAL IMPROVEMENT PROJECTS WHEREAS, project designs for the installation of traffic signal improvements may differ with respect to certain streets and thoroughfares; and WHEREAS, distinctions can generally be made with respect to benefits realized by properties adjoining these improvements; and WHEREAS, it is the desire of the City Council to express its policy on assessments for traffic signal improvements for the guidance of its staff and its citizens; THEREFORE, BE IT RESOLVED BY THE CITY OF ST. LOUIS PARK that; 1. The cost of traffic signal improvements that benefit the general community will be financed with general revenues, Municipal State Aid or funding from the Minnesota Department of Transportation, Hennepin County or neigh- boring municipalities. 2. For any traffic signal improvement, the amount of general public benefit should be determined and that portion of the improvement cost benefitting the general public will be financed through general revenues. 3. Commercial and industrial properties benefitting from a traffic signal improvement shall be assessed 100% of their benefits from the improvements. Assessments shall be determined on an area (square foot) basis for benefit- ting properties. 4. When traffic signal improvements are located in an area having residential, commercial and industrial properties all commercial and industrial property shall be assessed in proportion to benefit from the traffic signal improve- ment. Any portion of the benefit accruing to residential properties shall be financed through general revenues. 5. The useful life of a traffic signal project shall be established at 5 years and the assessment period shall be 5 years. 1 Adopted by the City Council May 5, 1986 Attest: /s/ Beverly A.
