A RESOLUTION RESCINDING RESOLUTION NO. 86-72 ADOPTED ON
JUNE 2, 1986, AND RESOLUTION NO. 85-92 ADOPTED ON JULY 1, 1985,
AND GRANTING SPECIAL (CONDITIONAL USE) PERMIT UNDER SECTION
14-126(5) AND 14-131(1) OF THE ST. LOUIS PARK ORDINANCE CODE
RELATING TO ZONING TO ALLOW THE CONSTRUCTION OF CLUSTER
HOUSING ON PROPERTY LOCATED IN THE R-2, SINGLE FAMILY
RESIDENCE DISTRICT AT 1650-1670 BRUNSWICK AVENUE
FINDINGS
WHEREAS, Victor Carlson and Sons, Inc. and the State of Minnesota (Concord Realty
Investment and Development Inc.) have made application to the City Council for a special
permit under Section 14-126(5) and 14-131(1) of the St. Louis Park Ordinance Code to
allow the construction of cluster housing at 1650-1670 Brunswick Avenue within an R-2,
Single Family Residence District having the following legal description:
Lots 1, 2, 3 and 4 Block 4 "Thorpe Brothers University Club Addition" (Torrens
Certificate No. 617424);
Lots 5 and 9, Block 4 "Thorpe Brothers University
Certificate No. 617425); and
Block 8 "Thorpe Brothers University Club Addition"

including vacated 18th Street lying between the easterly and westerly lines of
Blocks 4 and 8 "Thorpe Brothers University Club Addition"
WHEREAS, the City Council has considered the advice and recommendation of the
Planning Commission (Case Nos. 85 -16 -SP and 86 -81 -SP) and the effect of the proposed
cluster housing on the health, safety, and welfare of the occupants of the surrounding
lands, existing and anticipated traffic conditions, the effect on values of properties in
the surrounding area and the effect of the use on the Comprehensive Plan; and
WHEREAS, a special permit was issued regarding the subject property pursuant to
Resolution No. 85-92 of the St. Louis Park City Council dated July 1, 1985 which contained
conditions applicable to said property; and
WHEREAS, the dates for commencement and completion of construction were modified
pursuant to Resolution No. 86-72 of the St. Louis Park City Council dated June 2, 1986; and
WHEREAS, due to changed circumstances, further modifications are necessary, requiring
an amendment to the special permit; and
WHEREAS, it is the intent of this resolution to continue and restate the conditions
of the permit granted by Resolution No. 85-92 and Resolution No. 86-72 to add the
amendments now required, and to consolidate all conditions applicable to the subject
property in this resolution;
