LOUIS PARK: 1. On July 25, 1986, an application for a sign permit was submitted to the City of St. Louis Park to place the name Red Owl on an existing structure located on the roof of the building at 8000 Minnetonka Boulevard. On July 29, 1986, the application was denied by the Zoning Administrator on the basis that Section 14-185.04(2Xd) of the St. Louis Park Ordinance Code prohibits rooftop signs in all zoning districts; and that Section 14-185.06(1Xa) does not allow a sign to be "...rebuilt, relocated, replaced, or altered without being brought into compliance with all requirements of the ordinance. 2. On August 11, 1986, Mr. Allan Stone, owner of the property, filed a request to appeal the Zoning Administrator's denial of the requested sign. 3. On September 25, 1986, the Board of Zoning Appeals reviewed the request, and a motion to concur in the Zoning Administrator's interpretation passed on a vote of 5-1. 4. On October 20, 1986, the appeal was heard by the City Council, and the Council passed a motion on a vote of 6-0 authorizing preparation of a resolution allowing the modification because of the limited nature of the change and the need to refine the wording of the ordinance to more appropriately reflect the intent of the City with respect to this section of the Sign Ordinance. Conclusion The application for a sign permit to place the name of Red Owl on the wall which protrudes above the roof located at 8000 Minnetonka Boulevard is hereby granted based on the findings set forth above.
