A RESOLUTION GRANTING SPECIAL (CONDITIONAL USE) PERMIT
UNDER SECTION 14-124.101(2) OF THE ST. LOUIS PARK ORDINANCE
CODE RELATING TO ZONING TO PERMIT THE CONSTRUCTION OF 45
UNITS OF SENIOR CITIZEN HOUSING FOR PROPERTY ZONED PUD,
PLANNED UNIT DEVELOPMENT DISTRICT, LOCATED AT 3600 DECATUR
AVENUE
BE IT RESOLVED BY the City Council of the City of St. Louis Park:
Findings
1. Minneapolis Federation for Jewish Service (Knollwood Community Housing
Corporation) has made application to the City Council for a special permit under Section
14-124.101(2) of the St. Louis Park Ordinance Code for the purpose of constructing 45
units of senior citizen housing within a PUD, Planned Unit Development District, located
at 3600 Decatur Avenue South for the legal description as follows, to -wit:
Lot 1, Block 1, Federation Addition (Torrens)
as specified in Section 14-124.101(2) of the Ordinance Code relating to zoning to permit
the construction of 45 units of rental senior citizen housing for property located in the
PUD, Planned Unit Development District.
2. The City Council has considered the advice and recommendation of the Planning
Commission (Case No. 86 -40 -SP) and the effect of the proposed 45 units of senior citizen
housing on the health, safety and welfare of the occupants of the surrounding lands,
existing and anticipated traffic conditions, the effect on values of properties in the
surrounding area, the effect of the use on the Comprehensive Plan, and compliance with
the intent of the Zoning Ordinance.
3. The Council has determined that the proposed 45 units of senior citizen housing
will not be detrimental to the health, safety, or general welfare of the community nor will
it cause serious traffic congestion nor hazards, nor will it seriously depreciate surrounding
property values, and the proposed 45 units of senior citizen housing is in harmony with
the general purpose and intent of the Zoning Ordinance and the Comprehensive Plan.
Conclusion
The special permit to permit the construction of 45 units of senior citizen housing at the
location described is granted based on the findings set forth above and subject to the
following conditions:
1. That the site be developed, used and maintained in accordance with Exhibit A - Site
Plan; Exhibit B - Grading and Drainage Plan; Exhibit C - Utility Plan; Exhibit D
- Landscape Plan; Exhibit E - Typical Level 1 and Level 2 Floor Plan for general
purposes only; Exhibit F - Exterior Elevations; and Exhibit G - Canopy (optional);
except as modified by the following:
2. That the parking be delineated by poured -in-place concrete curbing measuring six
inches above and below grade.
3. That the garden plots are optional. If not constructed, sodding and other suitable
landscaping would be provided.
4. Alternative striping patterns within the parking lot be permitted.
5. That there be no outside storage of trash or trash containers.
6. That all improvements including buildings, utilities, landscaping, parking and other
elements contained in the exhibits be completed by October 15, 1987.
