RESOLUTION NO. 85-49
A RESOLUTION GRANTING PERMIT UNDER SECTION 14-155(3XQ) AND SECTION
ir 14-195(1) TO CONSTRUCT A 198 -UNIT HOTEL AND CLASS I RESTAURANT ON
PROPERTY ZONED B-2, BUSINESS DISTRICT, LOCATED AT 9970 WAYZATA
BOULEVARD.
BE IT RESOLVED BY the City Council of the City of St. Louis Park:
FindingE
1. Vernon Beck and Associates, Inc., has made application to the City Council for
a special permit under Section 14-155(3Xq) and Section 14-195(1) of the St. Louis Park
Ordinance Code for the purpose of constructing a 198 -unit hotel and Class I restaurant
located at 9970 Wayzata Boulevard for the legal description as follows, to -wit:
Lot 2, and that part of Lot 1 lying southerly of a line and its extensions, said line
is described as follows: Commencing at the southeast corner of said Lot 1,
thence north 15 degrees 00 minutes 00 seconds 140.00 feet, along the easterly
line of said Lot 1, to the beginning of the line to be described; thence south
80 degrees 23 minutes 33 seconds west 558.49 feet to the westerly line of said
Lot 1, and there terminating. All in Block 4, Shelard Park, according to the
plat thereof on file on record in the office of the County Recorder, Hennepin
County, Minnesota. (Abstract)
10 2. The City Council has considered the advice and recommendation of the Planning
Commission (Case No. 84 -98 -SP) and the effect of the proposed 198 -unit hotel and Class
I restaurant on the health, safety and welfare of the occupants of the surrounding lands,
existing and anticipated traffic conditions, the effect on values of properties in the
surrounding area, the effect of the use on the Comprehensive Plan, and compliance with
the intent of the Zoning Ordinance.
3. The Council has determined that the 198 -unit hotel and Class I restaurant will not
be detrimental to the health, safety, or general welfare of the community nor will it
cause serious traffic congestion nor hazards, nor will it seriously depreciate surrounding
property values, and the proposed 198 -unit hotel and Class I restaurant is in harmony
with the general purpose and intent of the Zoning Ordinance and the Comprehensive Plan.
Conclusion
The special permit to permit construction of a 198 -unit hotel and Class I restaurant
the location described is granted based on the findings set forth above and subject
the following conditions:
1. The site shall be developed, used and maintained in accordance with Exhibit A - Site
Plan, Exhibit B - Floor Plans, Exhibits C, D and E - Elevations, Exhibit F - Landscape
Plan, and Exhibit G - Site and Utility Plan dated March 19, 1985. (Exhibits are on file
in the City Development Department at the City of St. Louis Park.)
2. Use of the site shall be limited to a hotel with 198 units and 6,925 square feet
inside restaurant and lounge space.
3. There shall be no outside storage of trash or trash containers on the site.
4. No outdoor lighting standards shall be higher than 20 feet off the ground; and all
such lighting shall be directed perpendicularly to the ground.
5.
Signs shall be permitted
as allowed in
the adopted
sign policy for Shelard Park.
6.
All improvements to the
site shall be
completed by
October 31, 1986.
