A RESOLUTION GRANTING PERMIT UNDER SECTION 14-124(2) OF THE
ZONING ORDINANCE TO CONSTRUCT A 102 -UNIT RESIDENTIAL
DEVELOPMENT ON PROPERTY ZONED DDD, DIVERSIFIED
DEVELOPMENT DISTRICT AND LOCATED AT 2101-2151 RIDGE DRIVE.
BE IT RESOLVED BY the City Council of the City of St. Louis Park:
Findings
1. Darrel Farr Development Corporation has made application to the City Council
for a special permit under Section 14-124(2) of the St. Louis Park Ordinance Code for
the purpose of constructing a 102 -unit residential development located at 2101-2151 Ridge
Drive for the legal description as follows, to -wit:
"Farr's Sunset Ridge 4th Addition" (Abstract)
2. The City Council has considered the advice and recommendation of the
Planning Commission (Case No. 84 -107 -SP) and the effect of the proposed 102 -unit
residential development on the health, safety and welfare of the occupants of the
surrounding lands, existing and anticipated traffic conditions, the effect on values of
properties in the surrounding area, the effect of the use on the Comprehensive Plan, and
compliance with the intent of the Zoning Ordinance.
3. The Council has determined that the 102 -unit residential development will
not be detrimental to the health, safety, or general welfare of the community nor will
it cause serious traffic congestion nor hazards, nor will it seriously depreciate surrounding
property values, and the proposed 102 -unit residential development is in harmony with the
general purpose and intent of the Zoning Ordinance and the Comprehensive Plan.
Conclusion
The special permit to permit construction of a 102 -unit residential development at the
location described is granted based on the findings set forth above and subject to the
following conditions:
1. That the site be developed, used and maintained in accordance with Exhibit A
- Site Development Plan, Exhibit B - Landscape Plan, Exhibit C - Garage Level
Plan, Exhibit D - Site First Floor Plan, Exhibit E - Elevations, and Exhibit F
- Unit Plans, as modified on February 1 or February 19, 1985, subject to the
conditions which follow: (Exhibits are on file in the City Development Department
at the City of St. Louis Park.)
2. Exhibits B, C, D and E are general with respect to interior walls, interior door,
and stairways.
3. There shall be no outside storage of trash or trash containers.
4. The sound reduction between the units in wall, ceiling and floor areas shall be
designed to be at least 55 decibels and shall be at least 50 decibels upon
completion.
5. All curbing shall be concrete poured in place measured at least six inches above
the grade.
6. Outdoor faucets or underground sprinklers be provided for watering and maintaining
all landscaped areas.
7. All utilities be placed underground.
8. All improvements including buildings, landscaping, parking, walkways, walls and
recreational spaces be completed by October 15, 1986.
9. The City will determine the need for implementation of the six optional parking
spaces.
10. The applicant is responsible for providing a pedestrian walkway from the gazebo
to Cedar Lake Road as shown on Exhibit G - Walkway, and said walkway shall
be completed by July 15, 1985.
