RESOLUTION NO. 85-186
A RESOLUTION GRANTING .SPECIAL (CONDITIONAL . USE) PERMIT
UNDER SECTION 14-124.101,0F THE ST. LOUIS PARK ORDINANCE
CODE RELATING TO ZONING TO PERMIT THE EXPANSION AND
CONVERSION OF OFFICE/RESIDENTIAL USE TO OFFICE USE' FOR
PROPERTY ;.ZONED PUD, PLANNED UNIT DEVELOPMENT DISTRICT
LOCATED AT 4901 EX`CELSIOR BOULEVARD
BE IT RESOLVED BY the City Council of the City of St. Louis Park:
Findings
1. Stanley N. Koch has made application to the City Council for a special permit
under Section 14-1,24.101, of the St. Louis Park Ordinance Code for the purpose of expanding
and converting a` ,site previously utilized for office/re§idential use to office space use at
4901 Excelsior Boulevard for the legal description 'as -follows, to -wit:
Lot 1, Block 5, "Minikanda Vista Addition", except State Highway, (Abstract)
2. , The City Council has considered the advice and recommendation of the Planning
Commission .(Case .No. 85710 -SP) ,and the effect of the proposed 'ex pansion and conversion
from office/residential_ use to office use on'the health, safety and welfare of the occupants
of the surrounding lands, existing and anticipated traffic conditions, the. effect on values
of properties in the surrounding, area, the effect of the use on the Comprehensive Plan,
and compliance with the intent of the Zoning Ordinance.
3. The Council has determined that the expansion and conversion from
office/residentialuse to -office use will'not be detrimental to the health, safety, or general
welfare of the community nor- will it cause serious traffic congestion nor, hazaeds, nor will
it seriously- depreciate surrounding property 'values, and the proposed expansion and
conversion from office/residential use to office use is in harmony with the general purpose
and intent of the Zoning Ordinance and the Comprehensive Plan.

The special permit to permit the expansion and conversion of a site previously utilized
for office/residential use to office use at the location described is,'granted-based on the
,findings set forth above "and subject 'to the -following conditions:
1. That the site , be developed, used and maintained in accordance with Exhibit A - Site
Plan and Elevation Plans, and Exhibit B - Floor Plan, except as' modified by the
following. (Exhibits are on file in the City Development Department at the City of
St. Louis Park)
2. The gross floor area and net floor area shall not exceed the following:
First Floor Gross 1,341 sq. ft.
First Floor Net 1,223 sq. ft.
Basement Floor Gross 1,341 sq. ft.
Basement` Floor Net 868 sq. ft.
3. That the floor area', be used as designated on Exhibit B - Floor Plan.
4. There shall be no outdoor storage of trash containers or trash except in the englosed
trash area locatedat1 the southwest corner of- the, -building which includes a 5 foot
high wood fence enclosure.

5. That the` noith,- east and south sides of the , parking lot be delineated by poured in
place concrete -curbing measuring at least 6 inches off the ground.
6. That the applicant, its successors and assigns; hereby recognize and understand that
the City has the right to restrict and prohibit onstreet parking on roads adjacent to
the site or in the abutting single family area.
7. That building expansion, parking lot improvements and striping, concrete curb, walk,
landscaping, driveway modification, dumpster enclosure, and all other elements as
contained in the exhibits be completed by May 15, 1986 or prior to issuing a certificate
of occuupancy for the new addition, whichever occurs first.
