HomeMy WebLinkAbout85-145 - ADMIN Resolution - City Council - 1985/09/16RESOLUTION NO. 85-145 RESOLUTION RELATING TO A PROJECT UNDER THE MUNICIPAL INDUSTRIAL DEVELOPMENT ACT ON BEHALF OF METHODIST HOSPITAL; CALLING FOR A PUBLIC HEARING THEREON BE IT RESOLVED by the City Council of the City of St. Louis Park, Minnesota (the Municipality), as follows: SECTION 1 Recitals 1.1. Methodist Hospital, a Minne )ta nonprofit corporation (the Corporation), has advised this Council of its desire to undertake a project (the Project) consisting of the construction of certain improvements to, and the acquisition and installation of certain equipment to be used in the operation of, its existing hospital facilities located in the Municipality at 6500 Excelsior Boulevard and commonly known as Methodist Hospital (the Hospital). 1.2. The Municipality is authorized by Minnesota Statutes, Sections 474.01 through 474.13, as amended (the Act), to issue its revenue bonds to finance projects consisting of properties, real or personal, used or useful in connection with a revenue-producing enterprise, whether or not operated for profit, engaged in providing health care services, including, without limitation, hospitals, nursing homes and related medical facilities. The Corporation has requested the Municipality to issue its revenue bonds in the approximate aggregate ptincipal amount of $31,000,000 (the Bonds) to finance all or a portion of the cost of the Project. SECTION 2 Public Hearing 2.1. Section 474.01, Subdivision 7b of the Act requires that, prior to submission of an Application to the Minnesota Department of Energy and Economic Development requesting approval of the Project as required by Section 474.01, Subdivision 7 of the Act, this Council conduct a public hearing on the proposal to undertake and finance the Protect. A public hearing on the proposal to undertake and finance the Project through the issuance of the Bonds is hereby called and shall be held on October 7, 1985, at 7:30 o'clock P.M., at the City Hall. 2.2. The City Clerk shall cause notice of the public hearing to be published in the official newspaper of the Municipality and a newspaper of general circulation in the Municipality at least once not less than fifteen (15) nor snore than thirty (30) days prior to the date fixed for the public hearing. The notice to be published shall be in substantially the following form: NOTICE,.OF PUBLIC HEARING ON A PROPOSED PROJECT AND THE ISSUANCE OF REVENUE BONDS UNDER THE MUNICIPAL INDUSTRIAL DEVELOPMENT ACT, MINNESOTA STATUTES, SECTIONS 474.01 THROUGH 474.13, AS AMENDED, ON BEHALF OF METHODIST HOSPITAL CITY OF ST. LOUIS PARK, MINNESOTA NOTICE IS HEREBY GIVEN that the City Council of the City of St. Louis Park, Minnesota (the City), will meet on October 7, 1985, at 7:30 o'clock P.M., at the City Hall, 5005 Minnetonka Boulevard, in St. Louis Park, Minnesota, for the • purpose of conducting a public hearing on a proposal that the City issue its revenue bonds (the Bonds), in one or more issues, under the Municipal Industrial Development Act, Minnesota Statutes, Sections 474.01 through 474.13, as amended, in order to finance the cost of a project (the Project). The proposed Project will consist of the acquisition, construction and installation by Methodist Hospital, a Minnesota nonprofit corporation (the Corporation), of certain improvements to, and equipment to be used in the operation of, its existing hospital facilities located in the City at 6500 Excelsior Boulevard and commonly known as Methodist Hospital. The approximate aggregate principal amount of the proposed Bond issue is $31,000,000. The Bonds shall be limited obligations of the City, and the Bonds and interest thereon shall be payable solely from the revenue pledged to the payment thereof, except that such Bonds may be secured by a mortgage or other encumbrance on certain property of the Corporation. No holder of any such Bonds shall ever have the right to compel any exercise of the taxing power of the City to pay the Bonds or the interest thereon, nor to enforce payment against any property of the City except the property pledged to the payment thereof. A draft copy of the proposed Application to the Minnesota Department of Energy and Economic Development for approval of the Project, together with draft copies of all attachments and exhibits thereto, is available for public inspection at the office of the City Clerk between the hours of 8:00 A.M. and 5:00 P.M., on normal City business days. All persons interested may appear and be heard at the time and place set forth above, or may file written comments with the City Clerk prior to the date of the hearing set forth above. A draft copy of the proposed Application to the Minnesota Department of Energy and Economic Development, together with draft copies of all attachments and exhibits thereto, are hereby ordered placed on file with the City Clerk and shall be available for public inspection, following publication of the notice of public hearing, between the hours of 8:00 A.M. and 5:00 P.M., on normal Municipality business days. Y'4 W )4'j� Attest: ity e Reviewed for administration: Approved as to form and legality: iy anager ity orney RESOLUTION 85-145a RESOLUTION AUTHORIZING PURCHASE OF 6007 STATE HIGHWAY NO. 7 FOR HIGHWAY NO. 7 CORRIDOR (Quality Auto) WHEREAS, the City Council of St. Louis Park has authorized and directed the City Manager to negotiate with Donald Lindgren for the purchase of fee title to the land herein after described for public use; and WHEREAS, pursuant to such negotiations, Donald Lindgren desires to sell said property to the City by General Warranty Deed for the sum of $140,000; NOW, THEREFORE, BE IT RESOLVED by the City Council of St. Louis Park that the City of St. Louis Park purchased the following described property in Hennepin County, Minnesota, from Donald Lindgren,to wit: Tracts A and E and registered land survey No.0387 files of the Registrar of Titles, Hennepin County, MN. and the Mayor and City Manager are hereby authorized to execute any and all instruments necessary to complete the purchase of said properties, and the City Manager is hereby authorized and directed to accept delivery of the deeds and pay the sum of $140,000 from the Special Assessment Construction Fund (25-4467-900-70) to said Donald Lindgren upon delivery by the seller of a General Warranty Deed to said property accompanied by an Abstract of Title or Owner's Certificate of Title showing good and marketable title of record to said property, together with an opinion of the Law Department of the City of St. Louis Park approving the execution of the deed and the seller's abstract or certificate.
