A RESOLUTION GRANTING PERMIT UNDER SECTION 14-156(11) OF THE ST.
LOUIS PARK ORDINANCE CODE RELATING TO ZONING TO PERMIT A DRIVE-
IN PHOTO -FINISHING BUSINESS FOR PROPERTY ZONED B-2, BUSINESS DISTRICT,
LOCATED AT 3915 HIGHWAY 7.
BE IT RESOLVED BY the City Council of the City of St. Louis Park:
Findings
1. Sidney B. Ames has made application to the City Council for a special permit
under Section 14-156(11) of the St. Louis Park Ordinance Code for the purpose of permitting
a drive-in photo -finishing business for property zoned B-2, Business District, located at
3915 Highway 7 for the legal description as follows, to -wit:
West 100 feet of Lots 16 through 20, and west 100 feet of south 27 feet of Lot
21, Block 2, Calhoun Lakeside Park Addition (Abstract)
2. The City Council has considered the advice and recommendation of the Planning
Commission (Case No. 85 -59 -SP) and the effect of the proposed drive-in photo -finishing
business on the health, safety and welfare of the occupants of the surrounding lands,
existing and anticipated traffic conditions, the effect on values of properties in the
surrounding area, the effect of the use on the Comprehensive Plan, and compliance with
the intent of the Zoning Ordinance.
3. The Council has determined that the drive-in photo -finishing business will not be
detrimental to the health, safety, or general welfare of the community nor will it cause
serious traffic congestion nor hazards, nor will it seriously depreciate surrounding property
values, and the proposed drive-in photo -finishing business is in harmony with the general
purpose and intent of the Zoning Ordinance and the Comprehensive Plan.
Conclusion
The special permit to permit a drive-in photo -finishing business at the location described
is granted based on the findings set forth above and subject to the following conditions:
1. That the site be developed, used and maintained in accordance with Exhibit A - Site
Plan and Exhibit B - Elevation, with drive -up window.
2. That no outdoor lighting be higher than 25 feet off the ground (unless it is globe
lighting) and all such lighting be directed perpendicular to the ground so that direct
rays penetrate beyond the property boundary.
3.
That there be no outdoor
storage of
trash or trash containers.
4.
Signage shall conform to
the zoning
ordinance.
