A RESOLUTION RESCINDING RESOLUTION NO. 7215 ADOPTED ON
SEPTEMBER 7, 1982 AND GRANTING PERMIT UNDER SECTION 14-
150(3Xc) OF THE ST. LOUIS PARK ORDINANCE CODE RELATING TO
ZONING TO ALLOW A COIN-OPERATED, SELF-SERVICE CAR WASH
FOR PROPERTY LOCATED IN THE B-1, BUSINESS DISTRICT, AT 8925
WEST 36TH STREET
FINDINGS
WHEREAS, Rodney P. Brannon has made application to the City Council for a special
permit under Section 14-150(3Xc) of the St. Louis Park Ordinance Code to allow a coin-
operated, self-service car wash at 8925 West 36th Street within a B-1, Business District
having the following legal description:
Lot 1, Block 1, Target 2nd Addition (Abstract)
WHEREAS, the City Council has considered the advice and recommendation of the
Planning Commission (Case No. 85 -46 -SP and 82 -56 -SP) and the effect of the proposed
coin-operated, self-service car wash on the health, safety, and welfare of the occupants
of the surrounding lands, existing and anticipated traffic conditions, the effect on values
of properties in the surrounding area and the effect of the use on the Comprehensive
Plan; and
WHEREAS, a special permit was issued regarding the subject property pursuant to
Resolution No. 7215 of the St. Louis Park City Council dated September 7, 1982 which
contained conditions applicable to said property; and
WHEREAS, due to changed circumstances, amendments to those conditions are now
necessary, requiring the amendment of that special permit; and
WHEREAS, it is the intent of this resolution to continue and restate the conditions
of the permit granted by Resolution No. 7215 to add the amendments now required, and
to consolidate all conditions applicable to the subject property in this resolution;
' CONCLUSION
NOW THEREFORE BE IT RESOLVED that Resolution No. 7215 is hereby rescinded
and replaced by this resolution which continues and amends a special permit to the subject
property for the purposes of permitting a coin-operated, self-service car wash within the
B-1, Business District at the location described above based on the following conditions:
1. That the site be developed, used and maintained in accordance with Exhibit A - Site
Plan; Exhibit B - Elevation Plan; Exhibit C - Lower Floor PLan; Exhibit D,- Upper
Floor Plan; and Exhibit E - Landscape Plan except as hereinafter modified.
2. That a walkway at least five feet wide be extended along the east and north property
line and be at least six feet off the curb line on the east side of the property and
as shown on the Site Plan along the north property line.
3. That the name and telephone number of a responsible party for operating and supervising
use of the property be placed on the building in letters at least three inches in
height and no more than six inches in height.
4. That all lighting be directed perpendicular to the ground so that no rays penetrate
beyond the property line.
5. That the applicant understands that the drainage plan is considered substandard, and
the City takes no responsiblity for adverse water condiions in the driveway or on
the private road adjacent to the site.
6. That the nameplate sign, to be located at least twenty feet off from the curb line of
the private road, be no higher than twenty feet and have no more than two sides with
no more than 50 square feet of sign area per face.
7. That all work including buildings, parking, landscaping, sidewalk, and other items
included on the exhibits be completed by May 15, 1983.
8. That the special permit shall be amended by incorporation of a new Exhibit D - Upper
Floor Plan which shows the increased floor area to be used for office purposes.
9. The applicant agrees that, in the event a pedestrian way be constructed through or
along the parking area for which the applicant holds a parking easement, the applicant
will agree to such placement, provided, however, the City agrees to vacate the
existing pedestrian easement located to the north.
10. All improvements shall be completed by May 30, 1986.
