RESOLUTION NO. 85-101
A RESOLUTION GRANTING PERMIT UNDER SECTION 14-124 OF THE
ST. LOUIS PARK ORDINANCE CODE RELATING TO ZONING TO ALLOW
THE CONSTUCTION OF AN OFFICE BUILDING AND PARKING FACILITY
FOR PROPERTY ZONED DDD, DIVERSIFIED DEVELOPMENT DISTRICT
AT 1550 UTICA AVENUE SOUTH
BE IT RESOLVED BY the City Council of the City of St. Louis Park:
Findings
1. MEPC American Properties Incorporated has made application to the City
Council for a special permit under Section 14-124 of the St. Louis Park Ordinance Code
for the purpose of constructing an office building, with a gross floor area of 262,200
square feet of floor area with 6,000 square feet of retail space, and parking facility
located at 1550 Utica Avenue for the legal description as follows, to -wit:
All that part of the South Half of the Southwest Quarter of Section 30,
Township 29, Range 24, and of Tracts A and E, Registered Land Survey
No. 864, Files of the Registrar of Titles, County of Hennepin, lying:
Easterly of the Southerly extension of the West line of said Registered
Land Survey No. 864,
Northerly of the Northerly line of Gamble Drive, as described in Ordinance
No. 1004 filed as Document No. 922588 in the Office of the Registrar
of Titles, and
Westerly of the Southerly extension of the East line of Tract B, said
Registered Land Survey No. 864.
And situate in Hennepin County, Minnesota
2. The City Council has considered the advice and recommendation of the
Planning Commission (Case No. 85 -38 -SP) and the effect of the proposed office building
and parking facility on the health, safety and welfare of the occupants of the surrounding
lands, existing and anticipated traffic conditions, the effect on values of properties in
the surrounding area, the effect of the use on the Comprehensive Plan, and compliance
with the intent of the Zoning Ordinance.
3. The Council has determined that the proposed office building and parking
facility will not be detrimental to the health, safety, or general welfare of the community
nor will it cause serious traffic congestion nor hazards, nor will it seriously depreciate
surrounding property values, and the proposed office building and parking facility is in
harmony with the general purpose and intent of the Zoning Ordinance and the Comprehensive
Plan.

The special permit to permit! the construction of an office building and parking facility at
the location described is granted based on the findings set forth above and subject to
the following conditions:
1. That the site be developed, used and maintained in accordance with Exhibit A - Site
Plan; Exhibit B - Grading and Utilities; Exhibit C - Site Development and Lighting;
Exhibit D - Landscape ' Plan; Exhibit E - Parking Allocation; Exhibit F - Building
Elevations; Exhibit G - Floor Level , Plan; Exhibit H - Ground Floor Plan; Exhibit I
- Second Floor; Exhibit J - Typical Floor Plan; Exhibit K - Tenth Floor Plan; Exhibit
L - Eleventh Floor Plan; Exhibit M - Penthouse Plan; and Exhibit N - Parking Ramp
Elevations, except as modified by City Development on June 14, 1985. (Exhibits are
on file in the City Development Department at the City of St. Louis Park.)
2. That all walkways and improvements to public right-of-way are subject to submission
of construction plans and fined approval of the City.
3. That easements be provided for transit stops where requested.
4. That the applicant hereby a trees to construct another level on the parking ramp
should the City determine parking on the site to be inadequate.
5. That all utilities be placed underground and proper provisions for water augmentation
in landscaped areas be provided.
6. Where the plan interfaces with previously approved special permits, that necessary
adjustments be made at the transitional points to insure continuity and proper transition.
7. That a provision for a landscilped walkway area to connect :he site to the west be
provided generally along the youth side of the subject buildi:ig.
8. That all improvements including buildings, roadways, pedestrian ways, plazas, parking
areas, and all other improvements as provided for on the e,thibits be completed by
October 15, 1987.
