HomeMy WebLinkAbout84-30 - ADMIN Resolution - City Council - 1984/03/05March 5, 1984 9a RESOLUTION NO. 84-30 A RESOLUTION APPROVING AND ADOPTING THE COMPREHENSIVE PLAN 1980 TO THE YEAR 2000 FOR THE CITY OF ST. LOUIS PARK UNDER MINNESOTA STATUTES 462.351 TO 462.364 WHEREAS, the Planning Commission of the City of St. Louis Park adopted a Comprehensive Plan on December 16, 1981, based on statutes, the Metropolitan System Statement, extensive research, and analyses involving the interests of citizens and public agencies, and WHEREAS, it is desirable and proper that there be a new Comprehensive Plan for the purpose of providing the following: 1. An official statement serving as the basic guide in making land use, transportation and community facilities and service decisions affecting the city. 2. A framework for policies and actions leading to the improvement of the physical, financial, and social environment of the city, thereby providing a good place to live and work and a setting conducive for new development. 3. A promotion of the public interest in establishing a more functional, healthful, interesting, and efficient community by serving the interests of the community at large rather than the interests of individual or special groups within the community if their interests are at variance with the public interest. 4. An effective framework for direction and coordination of activities affecting the development and preservation of the community. 5. Treatment of the entire community as one eco -system and to inject long-range considerations into determinations affecting short-range action, and WHEREAS, the use of such Comprehensive Plan will insure a safer, more pleasant, and more economical environment for residential, commercial, industrial, and public activities and will promote the public health, safety, and general welfare, and WHEREAS, said Plan will prepare the community for anticipated desirable change, thereby bringing about significant savings in both private and public expenditures, and WHEREAS, the Comprehensive Plan has taken due cognizance of the planning activities of adjacent units of government, and WHEREAS, on June 23, 1983, the Metropolitan Council of the Twin Cities area reviewed the City's Comprehensive Plan pursuant to Minnesota Statutes, Section 473.175 and 473.851 through 473.866 and adopted Resolution 83-70 determining the Plan to be in conformity with the metropolitan system plans, compatible with local comprehensive plans and school capital improvement programs, and apparently consistent with other adopted chapters of the Metropolitan Development Guide, and WHEREAS, the Metropolitan Council has made observations suggesting that the City's functional classification system be modified to include terminology consistent with recent changes by the Metropolitan Council and to omit reference to Minnetonka Boulevard as a regional trail corridor, and WHEREAS, amendments to the Comprehensive Plan involve extensive procedures to insure conformance with the State Statutes. NOW THEREFORE BE IT RESOLVED by the City Council of the City of St. Louis Park that the "Comprehensive Plan 1980 to the Year 2000" be and hereby is approved and adopted as the City's Comprehensive Plan for all purposes desired, provided, required, and permitted by local and state law, and BE IT FURTHER RESOLVED that said Comprehensive Plan hereby adopted shall be periodically reviewed by the Planning Commission of the City of St. Louis Park and amendments made, if justified according to procedures, rules, and laws, and provided such amendments would provide a positive result and are consistent with other provisions in the Comprehensive Plan and BE IT FURTHER RESOLVED that at the time of the first amendment, the modification to the functional classification system, designation of Minnetonka Boulevard, and other observations of the Metropolitan Council will be included.
